The link is to a warning from the Thai Immigration about fake websites acting like the original TDAC website (Digital Arrival Card website).
The warning about this was confirmed by Thai Immigration in the "Comments".

Updated the original post with the clarification.
Indeed, everybody should know that it is a fake.
But, as with the fake driving license, many people clicked on it willingly/unwillingly and got scammed.

On a sidenote, this is a warning about fake websites acting as an Immigration website.
But I suspect that there will be other fake websites and maybe more sophisticated as this one.
