    Thai PM Srettha Thavisin receives royal endorsement

    New PM to receive royal endorsement on Wednesday

    PM-elect Srettha Thavisin is scheduled to receive a royal command, endorsing him as the new prime minister of Thailand, this evening (Wednesday), said Kampee Ditthakorn, spokesperson of the House of Representatives said on Wednesday.

    Following parliament’s selection of the new prime minister yesterday, the Secretariat of The House of Representatives submitted a letter, signed by the parliament president, to the King for approval.

    Kampee said His Majesty has already endorsed Srettha as the new premier and that the Secretariat’s letter will receive the royal seal today, adding that Srettha is expected to receive the royal command at the Pheu Thai party’s headquarters at 6pm.

    Kampee dismissed earlier reports that the endorsement process had been completed yesterday, saying that it was still being processed at that time.

    Pheu Thai Party's policies: an overview

    On August 22, more than three months after Thailand’s general election, Pheu Thai Party's candidate Srettha Thavisin became the country’s 30th Prime Minister with a majority vote of 482 in favour, 165 against, and 81 abstentions, from a total of 747 members of the upper and lower houses.

    In the next step, the President of the Parliament will present a list of individuals suitable for appointment as prime minister, as stipulated in Article 272. Once this is accomplished, and with the royal approval, the new prime minister will proceed to form a new Cabinet before the swearing-in ceremony. The Cabinet will then take office and start its duties.

    Simultaneously, the new government will need to present its policy to the parliament, as required by Article 162 of the Constitution. The basic policy of the Pheu Thai-led coalition government has already been outlined.

    Pheu Thai Party leader Dr Cholnan Srikaew earlier announced that the 11 coalition parties have agreed to adopt the policies of the Pheu Thai Party as the core policies. They are:

    1.Digital wallet (10,000 baht): This policy aims to stimulate spending by injecting 500 billion baht into the economy, potentially increasing its value by up to 6 times, or 3 trillion baht. It is set to start on January 1, 2024.
    2. Minimum wage increase to 600 baht: The minimum wage will be increased to 600 baht per day by 2027, taking into account economic growth, labour productivity, and inflation rates.
    3.Bachelor’s degree holders’ salary: The minimum salary for university graduates will start at 25,000 baht per month by 2027.
    4.Voluntary military service: The policy aims to transition to a voluntary military service system.
    5.Agricultural price increase: The government will implement policies to increase agricultural product prices, aiming to triple the average income of farmers to 30,000 baht per year by 2027.
    6.Southern border conflict resolution: The government will work towards solving conflicts and creating sustainable peace in the southern border provinces.
    7. Medical and health marijuana: The government will explore the medical and health benefits of marijuana.
    8. Amending the Constitution: The government aims to improve democracy, prevent corruption, and maintain sections related to the monarchy.

    Waiting to see the full make-up of the government, the holders of big positions (i.e. major trough feeders), etc. What position has Prawit's little brother got? What positions do the BJJ have?

    Expecting the worst, but we will see.

    The fella, Srettha, himself doesn't inspire any confidence; rather a businessman (is he a corrupt one?), close to zero (or zero) political experience. PT voters I know won't be voting for him, but rather switching to whatever the third incarnation of TFF/TMF party is called.

    I have two hopes:

    1) The senators are removed in the timely way expected.

    2) There's another election, maybe a no confidence motion to PT/PM, as soon as the senators are gone.

    We will see. I hate to think what agreements Thaksin has made with the old gits for himself personally at the expense of the electorate.

    New Thai prime minister Srettha Thavisin promised today (Wednesday) to work tirelessly and honestly for the utmost benefit of the country and the Thai people.

    He pledged to make Thailand a land of hope for the next generation and of happiness for people from all walks of life.

    Srettha was delivering his first speech after receiving the royal command, appointing him as the new prime minister of Thailand.

    “The four years under my premiership will be four years of changes. Thailand, at the moment, is at an important turning point, as we have crises which need to be tackled and for which solutions must be found urgently,” he said.

    The crises, he said, involve the economy, incomes, expenditure, the well-being of people, security, society, foreign affairs, the environment, laws, justice and corruption.

    His government has series of policies to solve and handle these crises, he claimed.

    He vowed that his government will work for people of all identities, with respect to their differences and their opinions.

    He invited all Thai people to participate with his government in its bids to revive Thailand’s dignity and honour in the international arena.

    “The government, led by the Pheu Thai party, will work hard to solve hardship, build happiness and bring development to all Thai people. It will do the work with fairness and equality.”

    “Thailand will be a land of hope for new generations and a land of happiness for all people,” he said.

    Srettha received the royal command in a ceremony on Wednesday at the Pheu Thai party’s headquarters, endorsing him as the new prime minister of Thailand, one day after Srettha won overwhelming support from MPs and senators in a joint sitting of parliament. It was delivered by the House of Representatives’ secretary-general, Pornpith Phetcharoen.

    The Pheu Thai-led government is expected to assume office at the end of September, according to Deputy Prime Minister Wissanu Krea-ngam today (Wednesday).

    He explained that, even though there is a Royal command appointing Srettha Thavisin as the prime minister, he is still unable to start performing his duty because his cabinet is yet to be set up and take the oath of allegiance.

    He gave a timeline of about three weeks for a new government to assume office. It will require one week for the completion of the cabinet line-up, another week for the secretariat of the cabinet to check the qualifications of all the cabinet candidates and another week for all the new ministers, led by the prime minister, to take an oath before HM the King or his portrait.

    From his long experience as deputy prime minister, serving in several governments, Wissanu said that late September is the quickest possible. This means that the caretaker cabinet will continue to meet every week to consider and decide upon issues or projects which are not related to the new budget.

    Even if there is a cabinet, the deputy prime minister said that it cannot start functioning until the prime minister has delivered his policy statement to parliament.

    Prime minister Srettha Thavisin met with his predecessor Prayut Chan-o-cha on Thursday at Government House.

    Prayut presented Srettha with a bouquet of flowers and they chatted for a while. Neither leader has revealed the nature of their discussion, but it is believed that Srettha was seeking advice from Prayut.

    Once Srettha and his cabinet members take their oaths of office, probably by the end of September, Prayut’s caretaker government will leave office.

    The United States and the European Union (EU) have congratulated Srettha Thavisin on his election as Thailand's prime minister.

    “We look forward to working with the prime minister to build on last year's US-Thailand Communique on Strategic Alliance and Partnership, and to further strengthen the enduring alliance between the United States and Thailand,” US Secretary of State Antony Blinken said in a press statement released on Thursday.

    “We will collaborate closely with the new Thai government to continue advancing our shared values and for a free and open, connected, peaceful, and resilient Indo-Pacific region,” he said in the statement published on the US Embassy website.

    “This year, we celebrate 190 years of formal diplomatic relations, making the US-Thai partnership one of our oldest relationships in the world. Together, as friends and allies, we have deepened mutual prosperity, improved security in the region, faced global public health challenges, and forged strong people-to-people ties,” Blinken said in his statement.

    Srettha, the prime ministerial candidate of coalition leader Pheu Thai Party, secured majority support from Parliament at a joint meeting of both Houses on Tuesday, winning 482 votes from 750 parliamentarians. A ceremony to receive the royal command endorsing his appointment was held at the Pheu Thai headquarters on Wednesday.

    The EU also congratulated Thailand’s new prime minister in a statement by the EU High Representative released on Wednesday.

    “The EU looks forward to working closely with the Royal Thai government to reinforce further EU-Thailand relations in support of the rules-based international order, regional stability, sustainable development, democracy and human rights, prosperity, and free and fair trade,” said the statement released by the European External Action Service’s Press Team.

    “The EU-Thailand Partnership and Cooperation Agreement, signed in December 2022, provides the opportunity to deepen our cooperation across all these areas of common interest. The European Union looks forward to its early implementation under the new administration,” it said.

    Pheu Thai party’s Digital Wallet scheme is expected to be launched during the first half of next year, but before the Songkran festival in April.

    Deputy spokesperson for the Pheu Thai party, Treechada Srithada, said today (Thursday) that viral social media claims that they have cancelled the scheme, amidst the spread of a fake application asking people to register to receive the 10,000 baht subsidy, was fake news.

    Treechada said that the Pheu Thai-led government is determined to launch the scheme, which is currently being set up, adding that some ill-intentioned elements have spread fake news that the party has decided to scrap the scheme.

    She also warned members of the public not to fall prey to call centre scammers who are sending messages, containing links, to their cell phones, asking them to clink the link if they want to receive the subsidy.

    Meanwhile, Minister of Digital for Economy and Society Chaiwut Thanakamanusorn said that officials have notified Google, asking them to block the fake post on its website.

    He said that the fake post asks members of the public to register on their application if they want to receive the 10,000 baht, adding that, once they download the app, they risk having their bank deposits emptied by the scammers.

    Anyone who suspects that they have received such a message can call 1111 extension 87 for help.

    New Thai PM Srettha Thavisin said that outgoing PM Prayut Chan-o-cha asked him to move past conflicts, so that the country can move forward.

    Srettha, who was appointed as the new PM on August 23, held talks with Prayut at Government House today (Thursday). He said that, as the newly appointed prime minister and Prayut’s junior, it was an appropriate gesture to visit him and ask for his opinions.

    “During the talks, Prayut asked me to take care of and protect the country and the people, the religion and the monarchy,” Srettha told reporters after returning to Pheu Thai headquarters.

    Prayut said this is this is the first time that two premiers have met to exchange ideas about the country prior to the transfer of power.

    Srettha quoted Prayut as suggesting that, as he has come from the business world, he may find the administration style different when running a country. “So, he said I should be patient and calm. He asked me to continue his good policies, with which I agreed. If they are suitable, I will continue them,” Srettha said.

    The new premier said it was nice of Prayut to give him a guided tour of Government House and the prime minister’s office.

    Srettha described Prayut as a respectable senior and nice. The meeting was arranged by the two men’s respective staffs, he added.

    New cabinet takes shape, with PTT veteran Parnpree in the mix

    Parnpree Bahiddha-Nukara, Pheu Thai veteran and former president of national oil and gas conglomerate PTT, is expected to be appointed as deputy prime minister in the new cabinet, responsible for economy and foreign affairs, a source familiar with the matter said.

    The source on Thursday reported the latest updates on the shortlist of cabinet members under the Pheu Thai-led 11-party coalition, in which former property tycoon Srettha Thavisin will be the country’s 30th prime minister and finance minister, in a bid to spearhead Pheu Thai’s economic and financial policies.

    Srettha will be aided by the experienced Parnpree in the capacity of Deputy Prime Minister for economic and foreign affairs, said the source.

    Parnpree, 65, served as assistant to the Commerce Minister during the Thaksin Shinawatra administration and was named Thailand Trade Representative in 2005.

    He was Pheu Thai’s deputy leader and chief of the party’s economic team from 2008 and 2010, before becoming president of PTT in 2013.

    The source added that Pheu Thai has approached finance permanent secretary Krisada Chinavicharana, who will retire next month, to be Deputy Finance Minister and help Srettha in driving financial policies.

    According to the source, other key positions in the Srettha cabinet that have been unofficially revealed so far are as follows:

    • PM-elect visits Phuket and Phang-nga to meet tourism operators


    Before formally taking office, Thailand’s next prime minister Srettha Thavisin flew to Phuket province today (Friday), accompanied by Pheu Thai party staff in charge of tourism promotion, to meet with business people and residents of the province.

    Srettha and his staff, which included Dr. Prommin Lertsuridej, chief of the party’s policy committee on tourism, and Chakrapong Saengmanee of the tourism working committee, met with Kirati Kitmanawat, head of the Airports of Thailand Public Company, for a briefing on problems at Suvarnabhumi International Airport.

    Accompanying Srettha to Phuket included Pheu Thai party list MP Sudawan Wangsuphakijkosol, who is tipped to be Tourism and Sports minister.

    The prime minister-elect will spend today and tomorrow in Phuket and neighbouring Phang-nga, both popular tourist destinations. Today, he is scheduled to meet with tourism operators at the Ramada Plaza Chao Fah Hotel, for discussion of the new government’s tourism strategy and development in Phuket. At night, they will tour the old part of Phuket town and the famous Bang La beach road along Pa Tong beach to meet with business operators and tourists.

    On Saturday, he will travel to Phang-nga province to meet tourism operators at the Moracea by Khao Lak Resort, to discuss wellness tourism, before flying back to Bangkok in the afternoon.

    Pheu Thai party’s Chiang Mai MP Julapun Amornvivat, who is a member of a political clan in the northern province, is being widely tipped to become foreign minister in the new government of Prime Minister Srettha Thavisin.

    Sources in Pheu Thai say that its Cabinet line-up has been finalized, with Srettha serving concurrently as prime minister and finance minister.

    Julapun, 48, was noted for his performance during House debates, which often saw him being openly critical of the Prayut government.

    Son of a former deputy prime minister, Sompong, he has served on House committees on economic affairs, finance and budgeting.

    He is not, however, known to have any experience in foreign affairs.

    His father was leader of Pheu Thai until recently and still wields political influence in the northern province. Julapun graduated in economics from Chulalongkorn University and earned his master’s in business administration from Boston University.

    Julapun was one of only two Pheu Thai candidates to win in Chiang Mai constituencies in the May general election. The Move Forward party made an almost clean sweep of the province.

    He is married to Visaradee Techateerawat, who is also a Pheu Thai MP, representing Chiang Rai.

    Thailand’s new Cabinet will be unveiled in “three to four days” so that the new ministers can start working next month, Prime Minister Srettha Thavisin said on Saturday.

    He said that because his coalition government comprised many political parties, it would take some time to finalise the Cabinet list.

    Srettha’s Pheu Thai Party is leading an 11-party coalition forming the next government.

    Newly appointed Prime Minister Srettha Thavisin said his first Cabinet line-up has been finalised and will be handed over to the Cabinet Secretariat to check later on Monday.

    Srettha was speaking to reporters at the Pheu Thai head office on Monday morning after he met representatives of sugarcane farmers, who had come to congratulate him.

    The premier said core members of the 11 coalition parties had discussed the line-up and finalised it late on Sunday night.

    “Today the Cabinet secretary-general will meet me to take the list for checking their qualifications,” Srettha said.

    “Please wait a little while longer. I expect the government will be able to deliver its policy statement to Parliament by mid-next month. I’ll try my best to get it done, as Pheu Thai has made all preparations.”

    However, when asked if the defence portfolio was being given to Pheu Thai party-list MP Sutin Klungsang or former National Security Council secretary-general General Nattapol Nakphanit, Srettha chose not to respond.

    He only said: “Please wait for the list to be formally announced.”

    Srettha admitted that he had read on social media that Nattapol was not being backed by some top brass, but he said he did not know the details.

    “Anyway, the name of the defence minister will not be disappointing,” he said.

    When asked if the defence minister would be acceptable to both the people and the military, Srettha responded: “Please consider his performance and leadership. Anybody given Cabinet seats by coalition partners will be able to serve the public to the fullest extent.”

    As for Move Forward Party leader Pita Limjaroenrat’s call for the new government to reform the armed forces, Srettha said: “I prefer to use the term co-development instead of reform.”

    He said he was not sure when the Cabinet list would be submitted for royal endorsement, but said it may take a few days.

    When asked whether his Cabinet will be announced in time for the United Nation’s General Assembly later next month, he said he had to study all the related protocols first.

    He also said he was not sure if he had to visit Asean countries in his capacity as PM first before attending the UN assembly. However, he said, attending the assembly will give his government a good opportunity to hold trade talks with other leaders.

    Prime Minister-elect Srettha Thavisin said today (Thursday) that he has asked the Office of the Council of State (OCS) to examine whether Phichit Chuenban is qualified for a ministerial post in his government.

    He said expects to learn the result tomorrow and, if the OCS gives the greenlight, he will submit the cabinet line-up for royal approval right away.

    Srettha said he asked the OCS specifically to consider Phichit’s case to eliminate any doubt.

    Normally, the Cabinet Secretariat considers the qualifications and backgrounds of the people on a cabinet list.

    Phichit, who has close ties with the Shinawatras as chief legal adviser, is tipped to be a PM’s Office Minister in Srettha-led government.

    Phichit was added to the cabinet line-up at the last minute, on Tuesday, although Srettha had earlier confirmed that the line-up was complete.

    Many believe that Phichit was given the post as part of the Shinawatra quota, when he was a lawyer, he worked closely with both Thaksin and Yingluck Shinawatra.

    Phichit’s addition surprised many, considering he served six months in jail for contempt of court over the so-called “snack box” bribery scandal when he represented former PM Thaksin Shinawatra in 2008.

    The case prompted the Law Society of Thailand to suspend Phichit’s law license for five years.

    Phichit recently told BBC Thai that he did not reapply for the law license after serving the jail time, because he decided to enter the politics.

    Phichit has argued that his imprisonment does not bar him from taking a ministerial post, because he was jailed the court, not as the result of a conviction conviction.

    Many question, however, whether it would be ethical for him to take the ministerial post.

    After completing his jail term, Phichit became a party-list MP for Pheu Thai Party and was behind the party’s attempt to enact a blanket amnesty bill. The bill triggered massive protests, which were followed by a coup in 2104 that ousted then PM Yingluck Shinawatra.

    Phichit became head of the legal defence team for Yingluck, who later fled Thailand.

    The list of new cabinet members in the Pheu Thai-led government with Srettha Thavisin as prime minister has been forwarded to His Majesty the King for endorsement, a source at Government House reported on Friday.
