    Islands near Australia could be sold to China

    Canberra says it can't snap up everything put on the market.

    "Australia is doing plenty to challenge China without buying the Conflict Islands, Prime Minister Anthony Albanese has told local media.
    The islands, which the current owner has threatened to sell to Beijing, comprise 21 coral atolls located off the eastern coast of Australia between Papua New Guinea and the Solomon Islands.

    Noting that the Conflicts are just a few of the more than 500 islands in that area, Albanese argued that Australian taxpayers were not in any position to buy all of them just so China doesn't get ahold of any of them.

    Plus, it would set a terrible precedent. “If sellers of assets came through the media [to] say, 'I want Australia to buy this or else there's implications, we'll sell it to China', think about where that ends, in terms of taxpayers,” he said.

    The islands’ current owner, retired entrepreneur Ian Gowrie-Smith, had emailed Foreign Minister Penny Wong in June with an offer to sell them for ASD$36 million ($25 million). Located strategically near one of Australia’s main shipping lanes and the three massive data cables that carry Australia’s data along the ocean floor, they pose an added national security interest given the Solomon Islands’ recent signing of a security pact with China, he pointed out, warning that if he did not receive a response, he would sell them to Beijing.

    With no response forthcoming, Gowrie-Smith did the media rounds, declaring he was “baffled” by the lack of interest given that at least one of the atolls could fit a military runway and claiming his “agent” was already talking to Chinese buyers. “I don’t know whether [the proposed deals] are of a strategic nature, but the fact of the matter is they have the money,” he said.

    Albanese insisted his government was superior to his predecessor’s in projecting regional power against China, citing visits to multiple Pacific nations since taking over in May. “We’ll have a look at this particular transaction,” he allowed before explaining that it is really an issue for Papua New Guinea, whose sovereign territory the islands are located in."

    The Countries Most In Debt To China

    Countries heavily in debt to China are mostly located in Africa, but can also be found in Central Asia, Southeast Asia and the Pacific, data from The World Bank shows. China is currently the preferred lender to the world’s low-income countries, which owe 37% of their debt to China in 2022, compared to just 24% in bilateral debt to the rest of the world.


    The Chinese "New Silk Road" project, a program to finance the construction of port, rail and land infrastructure across the globe, has been a major source of debt to China for participating countries. At the end of 2020, of the 97 countries for which data was available, those with the highest external debt to China were all involved in the project, namely Pakistan ($77.3 billion of external debt to China), Angola (36.3 billion), Ethiopia (7.9 billion), Kenya (7.4 billion) and Sri Lanka (6.8 billion).

    The countries with the biggest debt burdens in relative terms were Djibouti and Angola, where debt to China exceeded 40% of gross national income, an indicator similar to GDP but also including income from overseas sources. The equivalent of 30% of GNI or more in Chinese debt affect the Maldives and Laos, with the latter just having opened a railway line to China which is already causing debt issues for the country.

    Chinese loans to developing nations have higher interest rates than bilateral loans from Paris Club countries or international institutions like the International Monetary Fund or The World Bank and also have shorter repayment windows. Their setup is therefore closer to commercial loans concerning their conditions of repayment and confidentiality but also their objectives of funding very specific infrastructure projects instead of pursuing more generalized developmental goals.


    Debt forgiveness from China?


    The Paris Club used to hold the majority of low-income countries’ debt, which was ultimately restructured and largely forgiven after the turn of the millennium for those nations that were unable to make payments and qualified for debt relief. Whether such a process will be available for Chinese debt is unclear. The President of the World Bank, David Malpass, called the level of debt many countries once again hold “unsustainable” in January.


    The Covid-19 pandemic has made it even harder for countries to pay back debt they accumulated before the virus caused economies to crash. As of 2020, China had officially lent around $170 billion to low and middle-income countries, up from just around $40 billion in 2010. According to the BBC, the actual figure might be twice as high as China is funneling funds through state-owned or private institutions and companies, which keeps them off the government balance sheet.


    The idea that China could gain significant leverage over countries and their infrastructure in the case of repayment issues has been cited often, like in the case of a troubled Sri Lankan port that was built with Chinese funds and that China ultimately took a 70% stake in. The Laotian railway that has been burdening the country with debt is also 70% Chinese-owned. However, in the case of Sri Lanka, UK think tank Chatham House has pointed out that the partial ownership takeover has so far been largely symbolic. Still, such ownership structures could be used to China’s advantage in the future.

    Sri Lanka in May was the first APAC country in two decades to default on its sovereign debt. Chinese debt to Sri Lanka was the fifth-highest overall in late 2020 and amounted up to 9% of the country's GNI. According to the Financial Times, which called the development in Sri Lanka and elsewhere China’s first overseas debt crisis, the country had to renegotiate loans worth $52 billion in 2020 and 2021—more than three times the amount that met this fate in the two previous years.

    A United States coast guard vessel was unable to enter Solomon Islands for a routine port call because its government did not respond to a request to refuel and provision, a US official said.


    The Solomons government did not immediately answer a Reuters request for comment. It has had a tense relationship with the US and its allies since striking a security pact with China in May.


    The USCGC Oliver Henry was on patrol for illegal fishing in the South Pacific for a regional fisheries agency when it failed to obtain entry to refuel at Honiara, the Solomons’ capital, a US coast guard press officer said in an emailed statement.


    The vessel was diverted to Papua New Guinea instead, the official said.


    The British navy declined to comment on social media reports that Solomon Islands port access was also not forthcoming for patrol vessel HMS Spey – also taking part in monitoring for illegal fishing in the economic exclusion zones of Fiji, Papua New Guinea, Solomon Islands and Vanuatu.


    “Ships’ programmess are under constant review and it is routine practice for them to change,” a Royal Navy spokesperson said in an emailed statement. “For reasons of operational security we do not discuss details.”


    The Solomons’ government and Beijing have ruled out a Chinese military base on the islands, although a leaked draft showed the security agreement would allow the Chinese navy to dock and replenish.


    The fisheries agency for the Pacific Islands Forum, a block of 17 Pacific nations, has a maritime surveillance centre in Honiara, and holds annual surveillance operations for illegal fishing with assistance from Australia, the US, New Zealand and France.


    The Oliver Henry had been scheduled for a routine logistics port call in Solomon Islands, said Kristin Kam, public affairs officer for the US coast guard in Hawaii.




    “The government of the Solomon Islands did not respond to the US government’s request for diplomatic clearance for the vessel to refuel and provision in Honiara,” she said in a statement.


    “The US Department of State is in contact with the government of the Solomon Islands and expect all future clearances will be provided to US ships.”


    HMS Spey had Fiji navy officers on board as it worked alongside long-range maritime patrol aircraft from Australia and New Zealand and the US coast guard in the operation to gather information for the Pacific Islands Forum fisheries agency, the Royal Navy said in a statement on Thursday.


    It carried out inspections of suspect vessels in ports as well as boardings at sea, it said.


    The Royal Navy spokesman said it “looks forward to visiting the Solomon Islands at a later date”.

    Shanghai announced on Friday it will establish a regional hydrogen pipeline network and a national trading platform, amid a slew of supportive policies to speed up the industry's development.
    The move is part of the country's concerted efforts to reduce carbon footprint and meet emission targets, experts said.
    The city had already pledged to build about 70 hydrogen fueling stations and have its size of hydrogen industrial chain surpass 100 billion yuan ($14.6 billion) by 2025.

    Further efforts are still needed to increase the use of new energy in place of fossil fuels for the generation of hydrogen power. Experts said hydrogen power generated using new energy can help achieve China's green commitment.
    According to a notice co-released by the Shanghai Municipal Development and Reform Commission and nine other local departments, the city will quickly plan the layout of the hydrogen transmission pipeline network, explore the planning and construction of pure hydrogen pipelines and hydrogen-mixed natural gas pipelines, and carry out related demonstrative projects in Lingang Special Area using its infrastructure like comprehensive energy stations.

    The city also said support will be given to leading domestic companies in the hydrogen sector and professional institutions in the field of carbon trading, to jointly establish a unified and efficient hydrogen energy trading platform in Lin-gang Special Area.

    To better establish a national hydrogen trading platform, the city will expedite research on improving relevant policies, regulations, industry standards, methodologies, price indexes, traceability and so forth.
    Shanghai's release of supportive policies for hydrogen development is in alignment with China's mid- and long-term plans for the hydrogen industry released in March. The plans envisage hydrogen produced from renewable energy reaching 100,000-200,000 metric tons per year, and carbon dioxide emissions falling by 1-2 million tons per year by 2025.

    China also vowed to form a relatively complete hydrogen energy technology innovation system, a mechanism of hydrogen made from clean energies and a supply system by 2030. The country pledged to form a hydrogen industry system and promote its use in various sectors like transportation and power storage by 2035.

    Backed by policy support, China's development of hydrogen is on a fast track. According to the China Hydrogen Alliance, the output value of China's hydrogen industry increased from 240 billion yuan in 2020 to 360 billion yuan last year. It estimated that by 2025, the output value of China's hydrogen energy industry will reach 1 trillion yuan. By 2050, the output value of the hydrogen industrial chain will reach 12 trillion yuan. The alliance forecasts that hydrogen is expected to become a new driver of economic development.

    "Hydrogen plays an important part in China's promotion of new energy development to peak carbon emissions by 2030 and reach carbon neutrality by 2060. Despite its importance, use of hydrogen is not commonly seen in areas other than new energy vehicles because of barriers in technologies and costs," said Lin Boqiang, head of the China Institute for Studies in Energy Policy at Xiamen University."

    Xinjiang’s clothing exports to the United States surged to their highest point in nearly two years in July, the first full month after the US began enforcing a law to block goods from the far-west region of China due to forced labour concerns there, according to Beijing’s most recent customs data.

    The Chinese government’s figures show Xinjiang continued to send tens of thousands of shirts, pants, jackets and dresses as well as millions of pairs of socks to the US, among other clothing items, even as American customs authorities had started implementing the long-anticipated Uygur Forced Labour Prevention Act.

    US Customs and Border Protection declined to comment on the official export numbers, whose volume surprised industry observers in the US and China alike. But the agency said it had already begun “as we anticipated”.

    Industry experts said the leap in shipments likely came from orders placed months ago, such as for the coming holiday shopping season. It was unclear how many of the goods, if any, would ultimately reach US territory now that the law is in effect.
