China, France deepen RMB Cross-Border Interbank Payment System cooperation

"The cooperation between China and France on the RMB Cross-Border Interbank Payment System will help with internationalization of the yuan and will also provide an opportunity for the eurozone to reduce its reliance on the US dollar, experts said.
China has agreed to support more French banks and financial infrastructure in joining the RMB Cross-Border Interbank Payment System, which was a highlight of multiple important agreements on bilateral cooperation agreed on by the two sides on Wednesday.
The Chinese side will review in a positive manner French banks' applications for financial qualifications in accordance with relevant procedures and standards, Xinhua reported.
The RMB Cross-Border Interbank Payment System between China and France is needed for bilateral trade, Dong Dengxin, director of the Finance and Securities Institute at the Wuhan University of Science and Technology, told the Global Times on Thursday.
The cooperation between China and France has yielded fruitful results. Last year bilateral trade exceeded $80 billion, and China's total imports of agricultural products from France increased by 40 percent year-on-year.
Dong noted that France could first accept the yuan as a payment currency to carry out RMB cross-border settlement and investment. As a next step, France could add the yuan to its reserve currency list and increase the proportion of the yuan in France's foreign exchange reserves.
“It is expected that the cooperation between China and France will set an example for other countries in the eurozone to accept the yuan as a reserve currency and diversify their foreign exchange reserves to avoid risk,” he noted.
According to SWIFT's latest report, the share of the yuan in international payments rose to 3.20 percent in January from 2.70 percent in December 2021, breaking the previous record set in 2015. The global ranking of the yuan in international payments remains fourth in the world.
Aside from cooperation in the financial sector, the two sides have also agreed to push for early implementation of cooperation on agricultural technology and between agricultural industries with local advantages. The Chinese side is encouraging more French agrifood enterprises that meet the necessary requirements to register in China.
The agricultural cooperation between France and China is deeply rooted. France's high level of marketization in the agricultural industry, as well as its advanced technology and nutritious agricultural products are in line with China's rural revitalization strategy, Zhou Rong, a senior researcher at the Chongyang Institute for Financial Studies at Renmin University of China, told the Global Times on Thursday.
The two sides have also agreed to deepen the China-France green manufacturing partnership initiative and to each provide a fair, equitable and non-discriminatory business environment. They will also support aviation enterprises from both countries in deepening cooperation in various forms, and promote mutual airworthiness certification for aircraft."

China's investigation confirms chained woman was trafficked
TAIPEI, Taiwan (AP) — Chinese authorities have detained six people and fired eight lower-level Communist Party officials in a provincial-level investigation of the case of a trafficked woman that caused national outrage and frustration.
Just days before the Lunar New Year holiday, a video circulated of a woman who was chained to a small shed. The video, filmed by a blogger who was trying to solicit donations for poor rural families, immediately drew questions and concerns as the blogger said the woman was the mother of eight children. But when local officials responded with a series of inconsistent statements, the Chinese public only grew angrier, demanding accountability.
Authorities on Wednesday confirmed the identity of the woman in the video, who became known as Little Plum Blossom. She was from a village in Yunnan, authorities said, and not Sichuan as some members of the public believed, and she had been trafficked multiple times.
The woman was born in 1977, and was first married in 1995. She divorced in 1997 and returned to Yagu village in Yunnan. A year later, a woman surnamed Sang brought her from her village in Yunnan all the way to coastal Jiangsu province, about 2,000 kilometers (1,200 miles) away, under the guise of getting medical treatment and finding a husband. But Sang then sold Little Plum Blossom to a man in Donghai county for 5000 yuan ($790).
According to Jiangsu authorities, Sang and her husband had both been sentenced to jail in 2000 for trafficking girls — one for five years and the other for seven.
Both were arrested by authorities on Tuesday.
After just a few months with the man in Donghai county, Little Plum Blossom disappeared one morning. How she ended up in Feng county, where the video showing her chained up was shot, was the result of further trafficking, according to the report.
A couple who ran a hotel in neighboring Henan province found the woman wandering as a beggar and had taken her in, according to the report. After a month, they sold her to a construction foreman who then sold her to a man in Feng county. This man in Feng county then sold her to the family that she would “marry into” and end up having eight children in. Investigators said this chain of events was still under examination.
Authorities also addressed rumors about the marriage license, which was presented by a former investigative journalist on the social media platform Weibo.
Many of the public raised concerns over the age discrepancy in the marriage license, which indicated the woman was in her 50s, though her appearance suggested otherwise. Authorities clarified it was due to the fact that the husband registered her with a different birthday, though it is unclear why.
Her husband was detained by authorities earlier this month. On Thursday, the procuratorate in Feng County approved his formal arrest on charges of abuse.
Police have also detained the first man Little Plum Blossom was sold to in Jiangsu in 1998, as well as those who later trafficked her to Feng county.
Eight lower-level officials have been fired and three have been “deprived of freedom of movement” as part of an internal Party investigation, for various reasons including issuing false information and failing to protect the public’s rights. Six others have received internal punishments, such as demotion in rank.

On the Ukraine issue, lately the US has been sending weapons to Ukraine, heightening tensions, creating panic and even hyping up the possibility of warfare. In stark contrast, China has all along called on all parties to respect and attach importance to each other’s legitimate security concerns, strive to resolve issues through negotiation and consultation, and jointly safeguard regional peace and stability. President Xi Jinping stressed in a telephone conversation with French President Emmanuel Macron on February 16 that relevant parties should stick to the general direction of political settlement, make full use of multilateral platforms including the Normandy format, and seek a comprehensive settlement of the Ukraine issue through dialogue and consultation. State Councilor and Foreign Minister Wang Yi also stressed while attending a special event on China during the 58th Munich Security Conference that all sides should earnestly assume their responsibility and work for peace instead of increasing tensions, stoking panic, or hyping up war.
A key question here is what role the US, the culprit of current tensions surrounding Ukraine, has played. If someone keeps pouring oil on the flame while accusing others of not doing their best to put out the fire, such kind of behavior is clearly irresponsible and immoral.

It is unwise of certain people of the Taiwan authorities to latch on to and exploit the Ukraine issue to their advantage.
Taiwan for sure is not Ukraine. Taiwan has always been an inalienable part of China’s territory. This is an indisputable historical and legal fact. The one-China principle is a universally recognized norm governing international relations. The Taiwan region’s peace hinges on the peaceful development of cross-Strait relations, rather than fawning on foreign forces for arms sales and military support. “Taiwan independence” only leads to a dead end. No one shall have any illusion or make any miscalculation on this issue.
Since the Ukraine crisis broke out, Taiwan has been frequently mentioned by some people. Some of their remarks fully reveal their lack of knowledge of the history of the Taiwan question. I’d like to take this occasion to share some basic facts with you.
It is common knowledge that the Taiwan question was caused by a civil war, and there is political confrontation between the two sides of the Taiwan Strait due to that civil war. However, China’s sovereignty and territory have never been divided and cannot be divided. This is the status quo of the Taiwan question.
This year marks the 50th anniversary of President Nixon’s visit to China. During that visit in February 1972, the two sides issued the China-US Joint Communiqué in Shanghai, marking the normalization of China-US relations. There are very important lines on the Taiwan question in the Shanghai Communiqué. The U.S. side stated: There are essential differences between China and the United States in their social systems and foreign policies. However, the two sides agreed that countries, regardless of their social systems, should conduct their relations on the principles of respect for the sovereignty and territorial integrity of all states, nonaggression against other states, noninterference in the internal affairs of other states, equality and mutual benefit, and peaceful coexistence. The U.S. side also declared: The United States acknowledges that all Chinese on either side of the Taiwan Strait maintain there is but one China and that Taiwan is a part of China. The United States Government does not challenge that position. It reaffirms its interest in a peaceful settlement of the Taiwan question by the Chinese themselves. With this prospect in mind, it affirms the ultimate objective of the withdrawal of all U.S. forces and military installations from Taiwan. In the meantime, it will progressively reduce its forces and military installations on Taiwan.
In the August 17 Communiqué issued by the Chinese and US governments in 1982, the US government stated that it attaches great importance to its relations with China, and reiterates that it has no intention of infringing on Chinese sovereignty and territorial integrity, or interfering in China’s internal affairs, or pursuing a policy of “two Chinas” or “one China, one Taiwan.” The United States Government states that it does not seek to carry out a long-term policy of arms sales to Taiwan, that its arms sales to Taiwan will not exceed, either in qualitative or in quantitative terms, the level of those supplied in recent years since the establishment of diplomatic relations between the United States and China, and that it intends gradually to reduce its sale of arms to Taiwan, leading, over a period of time, to a final resolution.
These are some historical facts that I’d like to take this opportunity to share with you about Taiwan and the relationship between the US and Taiwan, so you may have some idea as to whether the US honors its commitment or not. In the context of what’s happening now in the world, I believe this will help you to better understand the Taiwan question. On this issue, we would also like to advise certain people, including some on the Taiwan island, not to have any illusion or make any miscalculation on the Taiwan question.

Multiple countries and organizations, including the US, the EU and the UK, have announced new sanctions against Russia for its actions toward Ukraine. Are there any circumstances whatsoever in which China would do the same?
Hua Chunying:
Apparently you lack basic knowledge of the Chinese government’s policy. Our position is that sanctions are never fundamentally effective means to solve problems. We consistently oppose all illegal unilateral sanctions.
According to data released by the US Treasury, the US’ sanctions use has increased ten times over the past 20 years. The previous US administration made as many as 3,800 sanctions designations, which means wielding the stick of sanctions three times per day on average. Since 2011, the US has imposed more than 100 sanctions on Russia. However, have the US sanctions solved any problem? Is the world a better place because of those sanctions? Will the Ukraine issue resolve itself thanks to the US sanctions on Russia? Will European security be better guaranteed thanks to the US sanctions on Russia? We hope relevant sides will give this some serious thought and strive to resolve issues through dialogue and consultation.
I would also like to point out that the illegal unilateral sanctions by some countries including the US have caused severe difficulties to relevant countries’ economy and livelihood. When handling the Ukraine issue and relations with Russia, the US mustn’t harm the legitimate rights and interests of China and other parties.
4. China Daily:
A few US media outlets believe that China’s remarks and position on Ukraine contradict the principle of respecting state sovereignty and territorial integrity that China always champions. Do you agree?
Hua Chunying:
China’s position on the Ukraine issue is consistent and stays unchanged.
China’s remarks are in line with our position that regional hotspot issues should be resolved through dialogue and consultation. China always upholds objectivity and fairness, stands for peace and justice, and decides its position based on the merits of the matter concerned. We believe that all countries should settle international disputes in a peaceful way in accordance with the purposes and principles of the UN Charter. Those who accuse China of violating the principle of respecting state sovereignty and territorial integrity on the Ukraine issue either harbor ulterior motives or are misguided by misrepresentation.
Reason and causality are important when trying to understand things. There is a complex historical context on the Ukraine issue and the current situation is the result of the interplay of many complicated factors. In order to have an objective understanding of the situation and seek a reasonable and peaceful settlement, it is necessary to learn the whole story on the Ukraine issue and properly address each other’s legitimate security concerns on the basis of equality and mutual respect. Certain countries should ask themselves: When the US drove five waves of NATO expansion eastward all the way to Russia’s doorstep and deployed advanced offensive strategic weapons in breach of its assurances to Russia, did it ever think about the consequences of pushing a big country to the wall?
Under the current circumstances, the door to a peaceful settlement of the Ukraine issue is not completely shut. We hope relevant parties concerned can stay cool-headed and rational, and commit themselves to a peaceful resolution through negotiation in accordance with the purposes and principles of the UN Charter. China will continue to promote peace talks in its own way. We welcome and encourage all efforts dedicated to advancing diplomatic settlement of the issue.

We also noted that President Aleksandar Vučić of Serbia said that the President of Ukraine should first condemn the aggression against Serbia by the US, the UK and other countries. Hua Chunying:
The Ukraine issue has a complicated historical background. The current situation is the result of the interplay of multiple factors. I noted that the Russian side has said on many occasions that it does not intend to start a war on Ukraine and stands ready to have dialogue with the US and relevant sides on Ukraine’s accession to NATO.
It is worth mentioning that the principle of indivisibility of security is included in the preamble of the Helsinki Final Act of 1975, the 1990 Charter of Paris for a New Europe, the Founding Act on Mutual Relations, Cooperation and Security between NATO and the Russian Federation in 1997, the Charter for European Security adopted by the OSCE in Istanbul in 1999 and the preamble of the 2011 New Start Treaty, among others. However, the US clearly has not been abiding by its commitment. The US is not meeting Russia halfway when Russia proposes to have a dialogue with the US over the European security safeguards initiative.
China always believes that there should be common, cooperative and sustainable security for all countries, no country or group should seek to maximize its security interests, and Russia’s legitimate security concerns should be taken seriously and accommodated. I noted some reports saying that President Putin said the best solution is for Ukraine to refuse to join NATO and remain neutral. Relevant sides including Ukraine and the US all said they don’t want war. This shows that there is still hope for peaceful settlement of the Ukraine issue. Whoever tied the knot is responsible for untying it. We hope all sides can exercise restraint and remain cool-headed and clear-eyed, appreciate the importance of implementing the principle of indivisible security, keep the door of dialogue open and commit themselves to easing the situation, resolving differences and jointly safeguarding peace through negotiation.
You mentioned the remarks by President Vučić. I noted that many people believe that there should not be double standards on the issue of respecting other country’s sovereignty and territorial integrity. Some people in the US attempt to distort China’s position and even sling mud on China. Such moves with ill intentions are unacceptable.
Many people are asking the US: Did the US respect the sovereignty and territorial integrity of the Federal Republic of Yugoslavia when US-led NATO bombed Belgrade?
Did the US respect the sovereignty and territorial integrity of Iraq when it launched military strikes on Baghdad on unwarranted charges?
Did the US respect the sovereignty and territorial integrity of Afghanistan when US drones wantonly killed innocent people in Kabul and other places?
Did the US respect the sovereignty and territorial integrity of numerose other countries when it instigated color revolutions and meddled in their internal affairs all around the world?
It is hoped that the US take these questions seriously and abandon double standards."

China launches one of the largest Chinese citizens evacuations in Ukraine

"In one of the largest Chinese citizen evacuations in history, the Chinese embassy in Ukraine has already arranged the departure of some 2,300 fellow citizens from the country in just two days. The vast majority of the evacuees, about 2,200, traveled in buses escorted by embassy staff and local police forces to ensure a safe and quick exit to neighboring countries, with the rest going by train, still one of the safest ways out apart from by road.
Local help
Some 1,700 Chinese nationals in Ukraine were scheduled to be evacuated to neighboring countries on Tuesday, including about 900 from Kiev and 800 from Odessa. The majority will be escorted by embassy staff and local police forces on 32 buses heading for Moldova and Poland, with the rest taking designated trains. After arriving in the neighboring countries, they will board charter flights to return to China, the Global Times learned from the Chinese Embassy in Kiev and the Consulate General in Odessa.
The 800 Chinese nationals will set off in two directions - to Moldova and Poland - on Tuesday from Kiev, the embassy said. Some 18 buses have been arranged, with diplomats escorting them throughout the journey. The embassy has also provided food and water for the evacuees.
Apart from buses, the embassy has dispatched high-level diplomats to the railway station in Kiev to assist Chinese nationals leaving the country by train. According to onsite observations, the station in Kiev is in good order, with no phobia attitude toward foreign citizens, nor overcrowding, confusion or failure to get on the train, the Global Times has learned.
About 700 to 800 Chinese nationals will be escorted by embassy staff and local police forces via 14 buses to neighboring Moldova on Tuesday, the Chinese Consulate General in Odessa told the Global Times. After arriving in Moldova, they will be transferred to Romania, where charter flights will pick them up and bring them back to China.
"Three local police cars will also accompany them. They have been a big help in escorting the Chinese nationals, as there are many local armed militias along the way who could rob people. With buses being such an obvious target, the police escort will play a big role in ensuring safety," a consular staffer said.
The consulate has coordinated with Ukrainian departments to provide quicker routes for the Chinese evacuees. As westbound roads out of the country are heavily congested for some 20 kilometers before border crossings due to the large number of fleeing refugees, it will take about 40 hours to cross the border. With local police cars leading the way, it may take about one and a half hours to arrive at the border.

There are some 6,000 Chinese nationals in Ukraine, according to the Chinese Embassy in Kiev.
Apart from evacuations arranged by the embassy, some Chinese nationals have chosen to depart by themselves given the deteriorating situation.
A Chinese student surnamed Li in Kharkiv, a city close to the border of Ukraine and Russia, told the Global Times on Tuesday that he was not among the group arranged by the embassy but given the severe situation, he decided to leave by himself. "We have to leave as soon as possible to save our lives, we need to rescue ourselves," he said, noting that he is planning to take the train to leave without giving more details.
The Chinese embassy told the Global Times they are paying close attention to the chaos and great uncertainty over the situation in Kharkov, and has issued information about westbound trains from Kharkov to other countries. The embassy has also verified with the train station that Chinese nationals can get on the train without buying a ticket and only need a valid passport. Once on the trains, the embassy will help them clear immigration, and has liaised with the relevant security departments to protect the safety of Chinese citizens.
Chinese student Zhang Xinxin, who is studying for a PhD in the Ukraine-Poland border city of Lviv, entered Poland in the early hours of Saturday. She told the Global Times that she departed the country by train under the protection of her Ukrainian teacher.
"The road from Lviv to Poland on Friday was already very congested, and it would take at least 20 hours to get there by car. So my teacher came to pick me up regardless of the air raid sirens and took me to the train station," Zhang said, adding that although some Ukrainians were suspicious and even aggressive toward Chinese people because of the close relationship between China and Russia, she still received selfless help from Ukrainians like her teacher during the difficult time.
Zhang said there are currently some 300 Chinese nationals taking her route, according to her knowledge, and she hoped to return to the motherland in the near future."

While urging China to condemn Russia, the West, especially the US, is also pressuring India to take a clearer stance on the Russia-Ukraine conflict. According to the New York Times on Tuesday, India "could face scrutiny" as its balancing act on Ukraine is not satisfying enough.
Since the tension between Moscow and Kiev escalated, Washington has been making all efforts to pull New Delhi into its anti-Russia united front. In a call with Indian Foreign Minister Subrahmanyam Jaishankar on Friday, US Secretary of State Antony Blinken stressed "the importance of a strong collective response to condemn Russia's invasion." However, India so far has not changed its neutrality on the issue.
India has been trying its best to find a balance between the US and Russia even before the ongoing tension, as India's junior minister for external affairs Rajkumar Ranjan Singh said on February 24 that India is "neutral" in the Russia-Ukraine conflict.
But the US wants India to break such a balance and tilt toward it. And Washington will likely try harder to rope in New Delhi by pressuring the latter even more, Liu Zongyi, secretary-general of the Research Center for China-South Asia Cooperation at the Shanghai Institutes for International Studies, told the Global Times. Liu believes that even if the US succeeds, it will be difficult for India to compromise on this issue.
However, Yuan Zheng, a deputy director and senior fellow of the Institute of American Studies at the Chinese Academy of Social Sciences, does not rule out the possibility of some minor changes in India's position on the Ukraine crisis to show a more pro-US gesture. "However, it is unlikely that New Delhi will condemn or criticize Moscow openly due to their close relationship," Yuan noted.
India has unwillingly gotten involved in the ongoing armed conflict in Ukraine: An Indian student was killed in shelling in the eastern Ukrainian city of Kharkiv on Tuesday, according to the Ministry of External Affairs of India. Such a tragedy has given New Delhi even more reason to hope for a peaceful resolution of the Ukraine crisis. The US should give India room to decide its position on the matter, rather than try to interfere with its decision via public opinion and diplomacy.
Washington, as the root cause of the Ukraine tension, is in no position to ask other countries to follow it closely to condemn or sanction Russia. It cannot ask the whole world to pay for the chaos it has created. No party other than the US and its close allies in NATO should bear the responsibility.
It seems the advocacy of condemnation and sanctions from the international community has satisfied mostly the interests of the US. By further aggravating the situation, the US has brought its European allies closer to and more dependent on it. At the same time, it has finally realized its dream of ruthlessly suppressing its old enemy Russia as much as it wants.
But Washington's interests don't equal to the interests of the whole world. The US has previously tried to manipulate the international community's opinion in its favor under the guise of "maintaining the rules-based international order." Fortunately, the US cannot use the same old trick to fool the world anymore. More and more countries have already realized Washington's shameless purpose of using them as chess pieces to advance its own interests.
This can be proven by the fact that countries that have decided to closely follow the US' sanctions decision are generally the closest allies of the US, the majority of which are also NATO members. On the contrary, Mexico and Turkey have claimed they won't impose any economic sanctions on Russia. In Latin America, Bolivia, Argentina, Brazil, and Panama refused to explicitly condemn or sanction Russia.
These countries are showing such an attitude to the US by their actions: We are not following you because it is neither in our interests nor conducive to the solution of the crisis.
In the end, no matter how hard they attempt to pressure other countries, the US and its NATO allies should be the only ones stewing in their own juice.

I noted relevant reports. China attaches great importance to nuclear safety and is gravely concerned about the safety and security situation of nuclear facilities in Ukraine.
According to information obtained by the International Atomic Energy Agency (IAEA) from the Ukrainian nuclear regulatory authorities, no damage has been found to essential equipment of the relevant Ukrainian nuclear power plant and the background radiation levels remain unchanged.
We will continue to closely monitor the developments of the situation, and call on relevant parties to keep calm and exercise restraint, prevent further escalation of the situation and ensure the safety of relevant nuclear facilities.

The 7.1 per cent jump in defence spending is the largest official increase in three years and will top the Chinese economy's 5.5 per cent growth - signalling Beijing is preparing for the international arena to deteriorate further.
Chinese Premier Li Keqiang told the National People's Congress on Saturday that the "external environment has become increasingly volatile and grave".
"This year we will fully implement Xi Jinping's thinking on strengthening the forces and the military strategy for the new era," he said.
"We will enhance our military training on combat readiness and safeguard China's sovereignty, security and development interests."
The message, delivered in the Great Hall of the People on Saturday at the opening of China's largest annual political gathering, follows Russia's invasion of Ukraine and Beijing's continued threats to neighbouring Taiwan.
"We remain committed to resolving the Taiwan question," Li said. "We firmly oppose any separatist activity seeking independence and firmly oppose foreign interference. All of us on both sides of the Taiwan Strait, come together to advance the glories of China's rejuvenation."
The Chinese government has vowed to unify with Taiwan by force if necessary. Russia's invasion of Ukraine has raised concerns that the Chinese Communist Party could target Taiwan - a democratic island of 24 million that it has never governed. But Li's comments on Saturday did not escalate Beijing's threats and are consistent with its long-held determination to ensure Taiwan is not recognised as independent by the international community while attempting to coerce it into unification.
Li praised the implementation of national security laws in nearby Hong Kong which have wiped out dissent in the former liberal enclave and said the central government in Beijing would continue to exercise overall jurisdiction over the former British colony and Macau. "These two regions will integrate into the country's overall development and maintain long-term prosperity and stability," he said.
The Chinese Premier told the more than 2800 politicians gathered that China's economy faced the "triple pressures" of slowing demand, supply disruptions and weakening expectations as it continued to grapple with the coronavirus pandemic. Those challenges forced the Chinese government to set a growth rate target of 5.5 per cent - its lowest rate in three decades - and one that could have flow-on effects for Australian exports such as iron ore which continue to power the Chinese economy.

Chinese nationals flown home from Ukraine on chartered fights

"A chartered flight carrying evacuated Chinese students and nationals from Ukraine landed in Hangzhou, capital of East China’s Zhejiang Province on Saturday. This was the first of a series of chartered flights sent by China to evacuate Chinese nationals after the country moved more than 3,000 Chinese citizens safely from Ukraine to neighboring countries.
Flight CA702 took off from Romania’s capital of Bucharest at 20:08 (Beijing time) on Friday, according to data sent by VariFlight to the Global Times. The flight was delayed by 48 minutes.
Another flight is expected to land in Zhengzhou, Central China’s Henan Province at 10:15 am on Saturday. Both the flights are operated by Air China.
Air China’s charter flights use Airbus A330-300 planes with a maximum capacity of 301 passengers, according to media reports.
Two Chinese students who were studying in Ukraine were among the first to arrive back in China. They told The Paper before boarding the flight that their recent experience was like a dream. They expressed their appreciation to the motherland and the Chinese embassy as well as all the people who have helped them. “We wish for peace and no more war,” they noted.
Nearly all Chinese nationals have been evacuated from Ukraine as of Thursday afternoon, the Chinese Embassy in Ukraine confirmed with the Global Times, saying that the Ukrainian government has arranged a special train for the evacuation of 180 Chinese students in Kharkiv.
In addition to the two flights, another four chartered flights on Saturday and Sunday will carry more Chinese back from Romania, according to data provided by VariFlight."
