I always thought it was a nationwide event, but apparently just limited to Yorkshire:

It's always been my favorite holiday.
Kids can dress up and be whoever they choose.

But must admit, when i was a kid, it was a bit rough as we would soap windows, throw hard corn on porches and get into trouble around this holiday. I don't think you see much of that anymore with the kids today. Hard to even get them to go outside.
Young Thai kids yesterday on my soi dressed up like zombies and trying to grab people. Good fun!
