This is part of a concerted effort by May and her Brexshit team to talk up conciliation and the notion of easy-peasy agreements being almost automatic to the Brexit process, presumably because they think the EU will somehow be bounced into going along with the fantasy. Sangatte was established in 1999. Schengen was signed off in 1985, four fucking years before the Wall came down and took effect in 1995 which coincided with the end of the Balkan wars. Everyone with a functioning brain knew that when the Iron Curtain was lifted the back door into W.Europe was opened. The commies were the best migration control for Europe since the Second World War ended given that no-one behind the Curtain could get a fucking passport and the land routes from Asia/Middle East thru Turkey/Bulgaria were blocked. Up until 1989 most illegal movement was limited to document abuse and corrupted airline station managers facilitating traffickers. But after 1989 the whole ball game changed overnight and clandestine land routes opened up from Turkey and the European/Balkan/Asian underbelly which were further bolstered by ex-commie airports acting as staging posts for fraudulently documented migrants.
The problem of illegals fetching up in France and Belgium in their hundreds began well before Schengen.
