Politicians never simply state the obvious, they do it for effect, as you are well aware. Right now the choices are between bad and ugly. The Norway option is an even softer Brexit and one Barnier would no doubt prefer. I think he believes the UK might swing towards this. It doesn't meet many of the Brexit reasons to leave but still better than no brexit at all.
