The DOJ has a policy not to indict a sitting president apparently. Congress can only impeach but if an individual is convicted in an impeachment trail (something that happens in the senate after the house impeaches) then they would be removed from office. We all know that will not happen with the cowardly GOP controlled senate. But Mueller wanted congress to see the full report.

Mueller indicted several on team trump for lying about contacts with Russian intelligence. Manafort, Flynn, Papadopoulos, Gates and several others including Roger Stone, Russian nationals and other less well known characters. In my book, that's collusion.
The only reason Trump was not indicted on obstruction was the DOJ's policy of not indicting Presidents. A matter discussed at length in the report itself if you bothered to read it.
And don't forget Donald Trump refused to sit with Mueller for an actual interview which was another reason much could not be corroborated. Again, as discussed at length in the report.
