CNN has reported and presented a draft of a document to do exactly that. It's definitely a possibility. They also reported on sources of monies designated for other things to be 'seized' by the executive branch to be used for the wall.

Trump ally Roger Stone arrested in Florida and charged with offences including witness tampering
Longtime associate of US President Donald Trump Roger Stone has been charged with a raft of high-ranking offences including obstructing an official proceeding, five counts of making a false statement and one count of witness tampering, the US Special Counsel's office said in a statement.
Mr Stone has also been charged over making multiple false statements to the US House Intelligence Committee.
The charges were made following a grand jury indictment, the US Special Counsel's office said.
Donald Trump announces deal to temporarily end US government shutdown
United States President Donald Trump says he has reached a tentative agreement with US politicians for three weeks in stop-gap funding that would end a partial government shutdown, now in its 35th day.
Key points:
- The arrangement would require passage in the House and Senate, as well as the President's signature
- It would also leave Mr Trump's request for border wall funding for later talks
- They could pass the measure as soon as today
A senior Democratic aide said money the President demanded for a border wall was not included.
The President had previously insisted on the inclusion of $US5.7 billion to help pay for a wall along the vast US-Mexico border in any legislation to fund government agencies.
"I am very proud to announce today that we have reached a deal to end the shutdown and reopen the federal government," Mr Trump said at the White House.
"In a short while, I will sign a bill to open our government for three weeks until February 15.
"I will make sure that all employees receive their back pay very quickly, or as soon as possible."
With the effects of the shutdown spreading, Mr Trump said a bipartisan congressional conference committee would meet to come up with a plan for border security.

The really troubling part is that he actually got away with it. He was elected and he has put into place many horrible policies and affected the direction of the supreme court for decades to come. If any of this stuff would have been revealed during the campaign it may have been enough for him to lose. As it stands the likelihood that he will be impeached is very slim. The best outcome will be a convincing defeat in 2020 so that his brainwashed following cannot claim that he was unfairly removed from office.
So after this whole shutdown thing over his stupid and pointless vanity project that caused untold people misery and hardship he backs down. And make no mistake that’s what he did — no matter how much he tries to spin it as a win, and he will.
So much for the myth of the deal maker who can get things done.
