    Trump slaps tariffs on solar components and washing machines
    BY KAREN GRAHAM 1 HOUR AGO IN POLITICS

    President Donald Trump on Monday approved tariffs on imported solar-energy components and large washing machines in what he says is a bid to help U.S. manufacturers.

    For the last five years, the solar industry in the United States has seen boom-times. In 2017, together, wind and solar accounted for 55.4 percent of the 28.5GW overall total and about 49.2 percent of the utility-scale total electricity generating infrastructure.

    The $29 million solar industry employs over 88,000 Americans today, and that's not including the 36,000 people currently engaged in solar manufacturing that don’t make solar cells and panels.

    President Trump decided to go along with the recommendations of the U.S. International Trade Commission, which is supposed to be a bipartisan body and totally independent from the federal government. The agency has six members, and if a dispute results in the members being evenly divided, the reward always goes in favor of the U.S.


    "The president's action makes clear again that the Trump administration will always defend American workers, farmers, ranchers, and businesses in this regard," U.S. Trade Representative Robert Lighthizer said in a statement announcing the decision, adding, "After consulting with the interagency Trade Policy Committee and the bipartisan U.S. International Trade Commission, the president decided that increased foreign imports of washers and solar cells and modules are a substantial cause of serious injury to domestic manufacturers."


    Trump approved tariffs of 20 percent on the first 1.2 million washers and 50 percent of all subsequently imported washers in the following two years. Additionally, a 30 percent tariff will be imposed on solar panel components, with the rate declining over four years.

    Suniva, a Georgia-based manufacturer that has a Chinese majority owner, went into Chapter 11 bankruptcy protection in April 2017, blaming their misfortunes on cheap imports from China as the reason behind their failure. Solar World, a German company with a large manufacturing facility in Hillsboro, Oregon, also had to file for insolvency in May, citing the same reason.


    Both companies took their complaints to the U.S. International Trade Commission, which ruled in September the two domestic solar panel manufacturers had suffered serious injury from foreign competitors, giving President Donald Trump until January to decided whether to impose tariffs.

    The CEO and President of SolarWorld Americas Inc., Juergen Stein, praised the administration's action in a statement:
    "SolarWorld Americas appreciates the hard work of President Trump, the U.S. Trade Representative, and this administration in reaching today's decision, and the President's recognition of the importance of solar manufacturing to America's economic and national security. We are still reviewing these remedies, and are hopeful they will be enough to address the import surge and to rebuild solar manufacturing in the United States."


    However, the president's move has not made many people in the industry very happy tonight. The President and CEO of the Solar Energy Industries Association, Abigail Ross Hopper, predicted the tariffs will lead to the loss of roughly 23,000 American jobs this year.

    Mark Bortman, the founder of Exact Solar in Philadelphia said knowing about the prospect of increased tariffs back in October has forced him to delay hiring and expansion plans.

    "Solar is really just starting to take off because it is truly a win-win-win situation" for consumers, workers and the environment, he said. "Tariffs would really be shooting ourselves in the foot."

    China is upset over President Trump's decision to impose tariffs on U.S. imports of solar panels and washing machines.

    The Chinese Commerce Ministry on Tuesday expressed "strong dissatisfaction" over the move, saying it "aggravates the global trade environment."
    The tariff of 30% on foreign solar panels is a blow for China, the world's biggest supplier of the products. Beijing has been widely accused of heavily subsidizing its domestic solar industry and flooding global markets with cheap panels.
    The new measures --
    announced Monday by top U.S. trade official Robert Lighthizer -- are Trump's first significant trade actions of 2018.
    The Chinese Commerce Ministry called the U.S. investigation that led to the tariffs "an abuse" of the trade measures available to the Trump administration.
    Experts have warned that trade issues are set to
    put a heavy strain on relations between the world's two largest economies this year.
    With Trump expected to make big decisions on possible tariffs in other areas in the coming months, Beijing urged his administration to tread carefully.

    "China hopes the U.S. will exercise restraint in using trade restrictions," the ministry said in a statement, warning that it will "resolutely defend its legitimate interests."
    Other countries and companies are also firing back against the Trump administration's announcement. Here's what they're saying:
    South Korea: We're taking this to the WTO
    South Korean Trade Minister Kim Hyun-chong called Trump's decision "excessive and a clear violation" of World Trade Organization rules.
    South Korea plans to file a complaint with the WTO over the move to impose tariffs, Kim said at a meeting with industry officials.
    "The U.S. opted for a measure that puts the domestic political situation above international rules," he said.
    South Korea is one of the main losers from the U.S. tariffs on washing machines. Two of its biggest companies, Samsung (
    SSNLF) and LG, are key suppliers to the American market.
    The Trump administration is already engaged in talks with the South Korean government to overhaul the free trade pact between the two countries.
    Mexico: We'll respond with 'all legal resources'
    Mexico, one of the top three U.S. trading partners, said it "laments" Trump's trade action.
    "Mexico will utilize all legal resources available in response to the U.S. decision," the country's Economy Ministry said Monday.
    The U.S. imported solar panels worth $1.1 billion and washing machines worth $278 million from Mexico in 2016, the ministry said, citing U.S. Census Bureau data.
    Samsung and LG both make washing machines in Mexico that are exported to the U.S.
    The Trump administration is in the midst of talks with Mexico and Canada
    to renegotiate NAFTA, the free trade agreement that binds the three North American nations.

    The broader U.S. solar industry has fiercely resisted the new tariffs. Manufacturing is a relatively small slice of the sector. It accounted for only about 15 percent of the industry’s 260,000 jobs in 2016, according to The Solar Foundation. By contrast, installation made up 53 percent of the total. Sales and distribution, along with project development, accounted for another 25 percent.
    Duties will dent those segments of the industry, which have benefitted from the falling cost of imported panels. A 50 percent tariff, for instance, would increase the cost of basic solar projects by up to 6 percent and utility-scale solar projects by up to 17 percent, according to ClearView Energy Partners, a research firm. Although the tariffs were smaller than manufacturers had sought, some reckon they might knock back recent price declines by several years.
    That means the new levies may well leave the $23 billion industry worse off. The U.S. contains both producers and consumers, which means that righting past unfairness is inherently tricky. As with other trade issues, it’s hard to get the balance – and easy to add a new wrong to an old one.
