A Brit that works in Saudi Arabia wouldn't be considered a refugee...but a Syrian might be considered a refugee while working there.
Assuredly the Gulf States took in wealthy Syrian citizens along with professionals (such as doctors , dentists, nurses and pharmacists) and possibly (probably) placed them on their refugee counts.
