Man collapses and stops breathing – Foreign Police Volunteers come to the rescue
The life of an Englishman was saved by Foreign Police Volunteers on duty at Pattaya Police Station.
In very dramatic circumstances mouth-to-mouth technique was applied to bring the man back to life after he had stopped breathing. This action shows the level of professionalism and high qualifications of the Foreign Police Volunteer group, all of them have a highly professional background in foreign police forces, army etc.
On Friday 15th June at about 21.00pm Mr. Geoffrey John Joiner, an English citizen came into Pattaya Police Station with his Thai wife after having a minor traffic accident involving a motorcycle colliding with the back of his car.
He gave the police the details about the accident in a police report and then approached the counter of the FPV (Foreign Police Volunteers) at the station. Here he expressed that he was worried because he felt he as a foreigner did not have any rights in Thailand and he was afraid what would happen to him. About half an hour later the FPV was alerted by the man’s wife that he had fainted where he was sitting in the police station. He was laid down on the seats and water was given to him by the FPV to try to cool him down.
The man then asked one of the FPV to take him to the toilet as he was feeling unwell again; while in the toilet he collapsed and stopped breathing and one FPV administered the “kiss of life”. He regained consciousness and an ambulance was called and took him to the Pattaya Memorial Hospital nearby in Central Pattaya. Later, after receiving excellent professional treatment he was transferred to the Pattaya International Hospital on Mr. Joiner’s insistence as his medical records were kept there.
After seeing his regular doctor, Mr. Joiner felt he was getting better and was released one hour later to return home.
Further, on Wednesday the 20th June at 2.00pm at the Pattaya Police Station, Mr. Joiner met up with the two Foreign Police Volunteers, Mr. Simon Humphries from Kent and Mr. Stephen Bolton from Yorkshire together with Pattaya Police Superintendent, Colonel Suthin Suppuang to say thank you and show his deep appreciation for what they did for him.

Brit owes his life to volunteer police
Suffered heart attack in police station British visitor Geoffrey John Joiner says he owes his life to the FPV (Foreign Police Volunteers), based at Pattaya police station on Beach Road, after he suffered a heart attack in the toilet at the cops’ headquarters. Mr Joiner had been involved in a traffic accident, as the innocent party, and went to the police station with his wife to make a report. Complaining of feeling unwell and disorientated, he was given emergency first aid by foreigner volunteers including mouth to mouth resuscitation. He was later taken by ambulance to the Memorial Hospital where he quickly recovered. Mr Joiner is shown here (left) at a ceremony at the police station thanking police lieutenant colonel Preecha (centre) and police colonel Sutin Suppuang the station superintendent. Some FPV members are in the background.
The Foreign Police Volunteers were established to assist farang visitors to the police station who may need some assistance or help with interpretation. Many of the volunteer officers have an army, police or security background, are qualified in first aid or have multi-language skills. They have a counter inside the police station and currently operate in shifts from noon to midnight. It is hoped eventually to offer 24 hour cover. Barry Kenyon, FPV press liaison, said that hundreds of foreigners have reason to visit the police station every week, whether to report a crime or incident, make a witness statement, pay a fine, see a friend in jail or themselves be interrogated . “The FPV is providing a user friendly service for foreigners who request its assistance in one of the busiest community centres in the whole city,” he said.
