    Hello Thailand

    Hi everyone! I wanted to introduce myself to you all. I have been reading the posts in your forum for some time now, but have only just registered. This is because i am looking for a certain person who has recently fled to Thailand from Cambodia after being exposed by a british newspaper. I would love to hear from anyone who knows of his whereabouts.

    I find this whole thing sickening!! I always wondered what happened to David Fletcher, who IS a convicted sex offender and IS on the child sex offenders register in the UK. Everything the Daily Mirror printed is true. This man preys on young girls, and has done for many years. After not being able to get away with it in the UK anymore, he has fled to countries where money can buy him girls as he did in the UK. He even pleaded guilty to rape at his trial in 1997, as the evidance against him was so damming, and other girls he had abused were willing to testify against him, so to avoid a lengthier sentance he pleaded guilty at the last minute. There are a huge amount of people around the Cambridge and Saffron Walden area who are completely aware of this convicted peadophile, including his own son and daughter, with whom he also had a questionable relationship with. If this man has a computer and video equipment, that is where the evidence of child abuse will be. I always knew that a prison sentance would not rehabilitate this extreme pervert. I hope that the autorities take quick action against this man, as vunerable girls are at undoubtable risk of abuse at the hands of David Fletcher.

    I’m really pleased that people have noticed what he is like around young girls, He is a man not to trusted. All his so called charitable work is a front to disguise the fact that he is actually grooming these girls. My concerns now are that he will flee cambodia now that he has been exposed, and carry on abusing girls elsewhere. You can run David, but you cant hide!!! I only wish i had found out where you were earlier, and had been able to warn people in Cambodia that you are nothing more than a convicted paedophile, with an unstoppable sick desire to abuse underage girls. Hope they lock you up again, and throw away the key this time. People like you are a scurge on society!!!!

    Inside Stung Meanchey Rubbish Dump

    R</span></strong>ounding the corner of a street that is littered with rubbish and all sorts of waste, a homemade sign in Khmer reads “No rubbish dumping here”, and next to it, the family of four, mother, father and two children are rummaging through with a plastic bag in hand, trying to salvage any goods that may bring in a few Cambodian Riel through sales and recycling. They are also searching for food.
    The truck soon grinds to a halt as we become sandwiched between lorries lining up to place their deliveries of domestic rubbish, toxic waste, chemicals and sediments within the grounds of Stung Meanchey Municipal Waste Dump, Phnom Penh. These grounds are also home to approximately 350 residents, a vast majority of them children under the age of 12 years.
    The families that live here are from the rural provinces of Cambodia. They are the forgotten residents of a city which is striving to become the next economic Asian tiger, where construction of apartment complexes, banks and commercial ventures appear everywhere, many incomplete due to running out of money because they are tied to investors’ cash from nations where the global financial crisis has bitten hard, resulting in the drying up of available capital for infrastructure works.
    Even those who work sleep, beg and hawk on the streets of Phnom Penh, particularly around the tourist-dominated Riverfront region 10 kilometres away, get more attention where children and adults on one or two legs or even in wheelchairs try to sell newspapers, photocopied books, fake designer sunglasses and flowers to any visitor passing through or sitting in outdoor restaurants, bars or cafes. Never mind the fact that they are organised by hustlers and gang members controlling patches of territory and take just about every cent. These recruits are driven around neighbourhoods, delivered by tuk-tuks (open aired motorbike taxis) drivers. At least their presence is registered, if not appreciated.
    The operations here are seedy and whether the validity of these homeless people are questionable, as some children are simply picked up and dropped off at home to their parents’ dwellings where food is guaranteed to be on the table. But the world for residents living amongst the garbage is confined to the entry and exit boundaries of the rubbish dump. They live for their next meal but do not know where it will come from. Work for the adults is nearly impossible to obtain and some children are fortunate to attend a school next to the rubbish dump.
    Considering the number of Cambodian and international Non Government Organisations (NGOs) that are based in this country, the vast majority with headquarters in Phnom Penh, why is it that when it comes to aid distribution and efforts to improve the quality of life, that people forced to live within the compound are overlooked? Over 800 agencies delivering some type of assistance are listed on the Cooperation Committee for Cambodia website. Brand new Toyota Landcruisers and Lexus 4WDs adorn the streets of Phnom Penh and highways leading to regional cities, towns and villages. Their presence is more iconic than the motorbikes, tuk-tuks and bush tractors. Many joined the rush to help Cambodia rebuild in the wake of the groundbreaking democratic elections of 1993, and they still keep coming.
    That is, except to these rubbish filled grounds — unless a periodical routine observation report needs to be completed or if an international celebrity makes a goodwill visit.
    David Fletcher is the coordinator of the Rubbish Dump Project run by Cambodia Charity Development Foundation (CCDF). He has been managing efforts to deliver consignments of bread and fruit on a regular basis every week for the past five years and has seen the efforts of NGOs range from being cooperative in genuinely wanting to help, to being dismissive of the importance of such a problem and even aggressive that the hallowed turf of NGOs has been invaded by a small scale operation run by, in the eyes of rival NGOs, a bunch of unqualified expatriates.
    Whereas NGOs have an annual budget to work from and pick and choose their priorities, in some cases running into millions of dollars, David, along with a group of dedicated long-term volunteers and international visitors who choose to accept the chance to see a more somber and disturbing side of Cambodia. Each person contributes $10-15 each for a working trip to prepare and deliver food and basic first aid. This covers truck hire, 300 loaves of bread and numerous bags of apples, oranges and bananas. University students doing internships or on holiday make up 75% of volunteer representation. For the cost of one dollar and some muddy boots and pants, three meals can be provided. Yet for some NGOs, risking dirty, stinking shoes and clothes is something of a lower priority.
    David sees many NGOs as being ineffective in their work, and this as being one of the reasons for the failure to get to the root cause of the problem of trying to overcome malnutrition and hunger, particularly amongst infants. “Children here are vulnerable and do not receive protection. They do not get asked to be born, especially on a rubbish dump. Why should they be raised on one?” His work is highly regarded for its accountability in getting money spent on practical needs to the neediest. With more religious-based groups coming up here for opportunities to see the poor and implement their fixed agenda by handing out literature, what we see as a rancid residence, religious-based NGOs view as a potential goldmine for building bridges, friendships and new church attendees. It is this type of practice that horrifies the more experienced operators like David, who sees right through their motives.
    “People living in the rubbish dumps are simply too ashamed to head into the city to beg, endangering their life on the streets, so this is why they stay within the confines of the rubbish dump, and they really do deserve assistance,” he confides. This is where cashed up tourists and party-goers on the Southeast Asian experience of a lifetime are less likely to visit.
    Running an operation like this requires a no-nonsense approach, and having walked through with David and his cohort to purchase bread from a nearby stall and fruit from a nearby market, he makes it clear to everybody hat the plan is to move quick and get the job done right. The normal exchanges associated with bargaining are foregone as he rejects a box of lychees littered with ants, bananas that are too green for immediate consumption and bags of apples that are too expensive. If one stall will not lower their price, move onto the competitor; and if he refuses, keep going until a trading war ensues. No discounts are forthcoming for charitable purposes.
    This is the freshest food that people living on rubbish dumps will obtain, and they sift through the large mounds of rubbish dumped by the trucks to find whatever they can eat, drink and wash with. Water is collected from a puddle that is the result of run-off from rain mixed with toxic waste and any other garbage mixed in, so a supply of fresh water in bottles is given to women and children. There are no pumps nearby the dump, and no television advertisements of happy smiling children pumping wells have been made, or are planned to be filmed. Enough has been purchased for around 300 people, and since there are many people who are related in some way, there is enough to go around as everybody shares the fruit and bread that they receive.
    I have been volunteering on these runs for two months. On my first visit, I still recall being located in an area I refer to as the coalface, the worst area of the dump imaginable. There is an unmistakable feeling when hundreds of flies swarm the open entrance at the back and the smell of refuse overpower my senses. Even the rubbish workers that are lined up beside the road, faces covered by kramas (scarves) cheer as we slowly make our way up the hill. How odd is it for a group of foreigners to be heading into some inhospitable piece of land?

    It is easy to get enticed pulled an romanticized by David Fletcher as he tells his story about the children’s dump project, but the truth of it is Fletcher hasn’t a good word to speak about the Khmer people. Fletcher had a partner in a bar called Bogie & Bacall and as this was failing financially (eventually closed) an they weren’t able to make a profitable return, was when Fletcher came up with the idea to start the Dump Tours from which he would make money for himself. None of his work is transparent as he makes it appear, he had a team of people committed to making a difference but when it came to producing the accounts Fletcher would not make proper account ledger available. They were the people who left and opened CHOICE Cambodia, a registered NGO in Cambodia. Fletcher is NOT registered or licensed. He is always quick to defend and point out the “receipt” he has given to donors validates his dump project is “legitimate”, this is his cover.
    He is under scrutiny by APLE for he is regularly taking advantage of young girls an he knowingly lived with a 17 year old girl. So when you can only see the dump project you miss seeing who Fletcher (60+) really is. A dirty old man who preys on young girls, and profits from what he has described is “charity”.     Is this really the person you want to support?
    Sure sounds like a “conman” doesn’t it.

    Sadly this is the type of malicious trash that is put up by the local drunken Plebs. This one is as others, afraid to say who he is and hides behind e mails. I know him, the police know him and is wanted for attacking a pregnant girl. His ex directors want him for stealing from them, and it goes on….

    I HAVE NEVER lived with a seventeen year old girl, this is wishful thinking of the negatives. The local NGOs would have me behind bars if this was so, and they would love it!
    I WELCOME any scrutiny by anyone, be it Plebs, NGOs, whoever.
    I AM supported by the local police and many high ups, they at least are aware of what I am doing for these wonderful children.
    I AM not a drunk as the jul Pleb , and I do not alter my appearance by cutting off a beard as he.
    I DO give up to 2,500 meals a week to the hungry children at the dump and have done for six years.
    I DO take children to Hospital and get the fees paid for.
    I HAVE helped a little boy to walk for the first time in his life at six years old because of birth injuries. I arranged six free operations for this child free by a good American doctor.
    I HAVE helped a mother to be with a C section, raising the money for Hospital and recouperation. Both very happy and fit now due to the extra food I took them every day as they had no man in there to support them.
    I DO arrange further education for some of the bright children to get out of this hell hole.
    I DO get micro loans arranged for them to continue education.
    I DO give them all the love and attention I can, they need to know someone cares.
    ALL the money given is spent helping the children,most people that come with me buy the food themselves. Numbered and named receipts are always given and a statement is always available to the donors.
    IF I take advantage of young girls as the Plebs would have you believe, SHOW ME HARD EVIDENCE!
    HOPEFULLY i am going to marry one of the girls from the dump, as my heart has always been with them I am proud to say she wants me for a husband.
    I AM always available 24 hours a day to help at the dump, many have my phone number and call me if they have problems, I always respond.
    THE LIST goes on, but the house crashers will always have their malicious lies and hide. You can contact me anytime.

    Thanks for the reply, David. I can affirm that the person making the personal attacks against you hides behind anonymity, as neither would they identify themselves to me in private correspondences. I would also like to note that this individual first made one accusation against you, that you were “a convicted sex offender”, but when I requested that they substantiate their claim, this person then backed off claimed instead only that you had “lived” with an underage girl. Despite repeated requests for substantiation for his very serious allegations against you, this individual provided none. While they urged me to contact APLE, saying they would have documentation to support his claims, APLE did not reply to me.
    I believe you, David, not only because one should always presume innocence until proof of guilt is provided, but also because I am experienced enough to know a liar when one approaches me (e.g., his backing off his original claim, etc.).

    However i do know people who have met you an they don’t have a good word to say about you.
    I have information from a reliable source about a guy YOU STABBED when you refused to pay a small amount of your several hundred dollar debt to him. There will be guests read these comments Fletcher an take a decision, either “pro” or “con”. The issue isn’t about the claims you make about your unlicensed an unregistered project efforts its about the deception you work so hard to convince people the project is legitimate.

    Julianne, what I “support” is the notion that one is innocent until proven guilty. As you’ve offered absolutely no evidence, despite repeated requests on my part, to support your repeated claims against Fletcher, how can you expect me to condemn him? You first made the very serious claim that he was a “convicted sex offender”, and now you seem to have downgraded that into a claim that he “lived with” a 17 year old girl. Look, I know a liar when I see one. Liars are those who make claims, but can’t support them with any evidence. If you’ve got the evidence, PRODUCE IT! Otherwise, Fletcher would be well within his rights to sue you for slander and libel.

    DF's opening post's on Lonely Planet's Thorn Tree in September last year. Two days in a row Df posted the following and two days in a row the mods deleted the thread. Not a man who shunned on-line discussion!


    VOLUNTEER PROJECT CAMBODIA. Feeding children on the city dump

    Sirs,
    It has recently come to my attention that a man that identifies himself as XXXXX-XXXX has used this forum to attack my character and more important my volunteer project.
    I posted an invitation advertisement in the Cambodia Daily some weeks ago. I invited any person with hard evidence of these allegations or any others to bring it along and hand it over to the Deputy Chief of Police. There were also people from the Ministry to accept any such evidence, and guess what? Not one person came.

    The old dump closed 20th July, I was there with the 400 children we feed. The children are all still there all 1400 of them and the 530 families, they are in greater need now because they not getting income from the dump. The food lines are now well over 400 each time we go.

    We are NOT a charity as you make out, we are volunteers, and I have been feeding those children for six years from very small beginnings, we provide up to 2000 meals per week for them, we provide medical assistance through volunteer paramedics. I first came to Cambodia 6 years ago, I visited the dump children, was so saddened by their plight I was compelled to do something for them. Food was priority. For the first two years I would go to the dump and feed them about once a month from my own money. Gradually other people heard of what I was doing and asked to join me. After I opened my business customers would ask to come, I was overjoyed that we were now providing so many meals to the children. I put up posters and gave out fliers as so many kind people wanted to help. I then added the para medic side of things and other help for them, this is what I am doing to this day!
    Now to the CCDF fiasco, I was asked by the chairman to act under his ‘banner’ he promised the earth for the children. He told me he had this charity for years, in fact it turned out it was registered a few months before he asked me to join in 2008. CCDF wanted an active project to put to their name. Nothing was forth coming from CCDF, they promised to set up a bank account for us, it never happened, they promised grants to help the children, it never happened. I investigated the background of CCDF and told them I was not going along with it. I am making no further comment on this subject other than I have placed all the evidence I have with Lawyers in Cambodia, U.S.A. and UK. If anything happens to me these documents will be published.
    The other 2 members of the group joined about 3 years after I started, they were two Australians, they supported the project and participated about 4 out of 5 times we would go to the dump. They were not always there because sometimes they would be going back to Australia for a couple of months or their social life prevented them from participating. The others were two Brits who came along as and when they could, one would turn up maybe 3 times out of 5. The other just on occasions, all donated as and when they could and was needed, as I.

    All volunteers as members of the public are able to check the accounts at anytime!, they are always available at the bar. On this issue, CCDF had our six months accounts but I disengaged from them because of their agenda, so they were not around long enough to have any further accounts. Where you get your inside information about donations is incorrect, the person you get this from helped out for a very short time , but was unable to get up early enough in the mornings to come with me to the children’s Hospital. This part of the project requires getting up at 6a.m. and getting over the bridge to Hospital by 7a.m. Your informant was asked to come, but could never get out of bed in time! Several others of my team ( namely Flower) have taken children and adults to the dentist, she has also accompanied me to the Hospitals.
    I am far from perfect, and some people do not like the way I do things, and do not like my direct manner, I accept this, but there is one factor you cannot deny, I GET THE JOB DONE!
    All this type of dialogue only hurts me because it hurts the children, attack me as you wish, do not hurt my children.

    I'm not out to condemn or defend the guy, but the stuff written about his activities in Cambodia is long on innuendo and conjecture but short on fact, save the fact that he was convicted for plying a 15 year old girl with alcohol and shagging her, 10 or 15 years ago.

    Now he is the news reporter that done the main story, 2 months is quite a long time and quite a few visits with David Fletcher.

    Obviously educated and obviously working as a reporter for foriegnpolicyjournal, so was Fletcher able to fool him for 2 months?

    On Sunday 27th of June, Mr. David Fletcher, a British national living in Phnom Penh, suspected of child abuses, was arrested at the guest house by Royal Thai Police for immigration offences, specifically failing to notify the Thai immigration authorities of his previous criminal convictions in the UK. Fletcher is currently in a Thai immigration detention centre awaiting a decision from the Thai authorities regarding deportation.
    On Wednesday the 23rd of June 2010, media articles were published in Cambodia and other countries which alleged that Fletcher was running a not-for-profit organisation which provided food and medical services to children living in the Stung Meancheay dump site in Phnom Penh. The media articles further alleged that Fletcher was sexually abusing young children living at the dump site.
    On Friday 25th of June 2010, as a result of media articles published, Fletcher fled Cambodia and travelled across land into Thailand.
    For the past two years, the British Police Child Exploitation and Online Protection team (CEOP), in cooperation with the Cambodia National Police and NGO’s South East Asia Investigations into Social and Humanitarian Activities (SISHA) and APLE have been investigating British national Mr. David Fletcher for alleged sexual abuse of children in Cambodia.
    The British Police Child Exploitation and Online Protection team (CEOP), in cooperation with the Royal Thai Police and NGO - South East Asia Investigations into Social and Humanitarian Activities (SISHA), acting on information provided by concerned citizens living in Cambodia, located Fletcher at a guest house in Bangkok.
