Most bikes are shipped in separate shipments, wheels, frame and engine in individual containers. That way they only pay duty as parts, if its imported as a complete bike, the resulting duty that should be payable is much higher.
Technically its illegal to assemble a bike from parts imported as spares but you can pay an assembly tax when you put them together, the wheels should be left off, then they can't nail you for assembling the bike. But the fvckers will just find something else to nail you on if they need to.

They make a nice range of Dress up cafe racer style parts, I had a W 650 all decked out with PP stuff, period alloy tank and seat, fairing etc. Wished I hadn't sold it now.
