    And the fact remains, although the OP seems like a decent chap and has concerns for his neighbour, nobody should be concerned about talking at a normal speaking level at any time in his own house.
    If he speak normally on the phone and has the TV at a reasonable level, the neighbour should just tolerate it.

    Now if his dad is deaf and the OP has to shout when conversing...perhaps he should be considerate and do his shouting at a different time, although once the sun is up, it's surely not unreasonable. What if the neighbour decides to stay up late and sleep in every morning? The OP shouldn't have to accomodate the neighbour if he keeps noise to a normal level.
