Dual pricing schedules exist everywhere.
Resident vs. non-resident pricing, military discounts, police discounts, first responder discounts, teacher discounts, employee discounts, senior discounts, student discounts, all the same.
You pay a different price depending on circumstances.
When we had a travel shop in Chiang Mai we'd get sent trade price lists from hotels all over SE Asia. Every one of them had multiple pricing schemes. For three star and above it would generally be the farang customer who got the best price as they were seen as good customers, unlikely to cause trouble, and likely to spend money. An example price list for a Thai hotel would go like this
Superior Room per Night
Western Customer B2000
Japanese B2500
Middle East B4500
Chinese B5000
Other B5500
Thai not accepted without pre-arrangement
This kind of pricing structure applied to hotels all the way up to the highest standard, although most better Thai hotels would accept Thais at Western rates.
Also, as a blast from the past this one was fairly common with Southern Hotels and Resorts

Multiple pricing is common everywhere, what's not common is the hotel or agency being inept enough to let you know about it.

The brainless staff preparing the invoice probably assumed that the lone farang would be paying the bill, and they wanted to cream him for a few hundred baht and make him feel like an outsider when he was in a situation where he would be too embarrassed to complain in front of his colleagues.
It's disgusting though, charging someone more to lay on some sheets and a pillow due to their racial appearance.

It's not just a Thailand thing. When I went to India I visited the Taj Mahal and was well ripped off. The thing that pissed me off the most was the difference in what I had to pay and that of an Indian when the car park was chock a block full of Mercs and the likes.

I have often surprised my Thai friends by renting accommodation here cheaper than they can get it. As DrBob mentioned before, many hotel and guesthouse owners prefer Western guests and lower the tariff for us.
We're all 'equal in the eyes of the law' but when it comes to down to race..............
People from Bangkok get the higher price treatment up here in the North because Northerners see them as rich snobs.
