The government has indicated it is committed to changing the law to allow gay marriage by 2015.
Ministers are to launch a consultation next spring on how to open up civil marriage to same-sex couples ahead of the next general election.
Equalities Minister Lynne Featherstone will outline the plans in a speech to the Lib Dem autumn conference later.
The leadership of both coalition parties back the move but it is likely to anger some Conservative activists.
And gay rights campaigners have urged the government to act immediately, saying existing laws are discriminatory and a consultation is unnecessary.
At the moment, only men and women are permitted to get married while civil partnerships, which became law in 2005, are limited to same-sex couples.
Civil partnerships give same-sex couples the right to the same legal treatment across a range of matters as married couples but the law does not allow such unions to be referred to as marriages

Two US men face charges in Denver for allegedly driving around with the body of a friend after discovering him dead.
The pair bought drinks, dinner and took $400 (£253) from Jeffrey Jarrett's bank, visiting a strip club before reporting his death, police said.
Robert Young, 43, and Mark Rubinson, 25, are charged with identity theft, criminal impersonation and abuse of a corpse.
Jarrett was pronounced dead at home in Denver after the 28 August incident.
The cause of death is not currently known, with police saying the results of toxicology tests may not be available for several weeks.

Italy scandal: Silvio Berlusconi in 'sex boast'

Italian newspapers have carried transcripts of phone calls in which PM Silvio Berlusconi allegedly boasts that 11 women were queuing up outside his room to have sex with him.
The intercepted conversation was with local businessman Giampolo Tarantini, who prosecutors allege was running a high-level prostitution ring.
Eight people are charged with supplying prostitutes for Mr Berlusconi.
He has not been charged and says he was unaware of their activities.
However, judges want to interview him as a witness over allegations that Mr Tarantini attempted to extort money from him in return for silence over the prostitution allegations.
The latest transcripts have prompted fresh criticism of Mr Berlusconi, who is under pressure for his handling of the Italian economy as the euro crisis has mounted.

South Korean officials have arrested a North Korean defector on suspicion of plotting to kill high-profile activist Park Sang-hak, reports from Seoul say.
Mr Park is an anti-Pyongyang activist involved in sending propaganda leaflets to the North.
Named only as An, the arrested man is reported to be a former commando in his 40s who defected to the South in the late 1990s.
Reports said he had a poison-tipped needle on him when he was arrested.
Mr Park, another defector from the North, leads a group that flies balloons across the border carrying leaflets criticising the North Korean leadership.
