Is Pooly still on the job? Can he offer advice on the following situation:

My landlady is supposed to pass 150 baht a month from me on to the manager of the village who then pays the guards at the gate and then I get a sticker for my car so the guards don't glare at me.
Until recently all was well but then my address was on the list of residences in the village who hadn't paid the guards. When I confronted the landlady she said the new village manager was a thief and crook who was ripping off the books and she was waiting for him to fall over and meanwhile withholding the 150 baht from each of her several tenants.
So, I'm left without a sticker and the guards glower at me but let me thru (I think my landlady has bribed them to look the other way).
So, do I:

1. Do nothing, keep paying the landlady and let her fight with the manager. Meanwhile I just ignore the glowering guards and hope they don't decide to bar my entrance to the village or beat me up for non-payment.
2. Pay the manager directly and deduct it from the rent I pay the landlady.
3. Pay the guards directly and deduct it from the rent.

Is there a 'loss of face' issue in there somewhere. do you think? What's the 'Thai' thing to do here and would I really want to do it?
