Thanks for the link, but he has no problems with that, it is getting married here in Thailand that has him up the stump.
Mid sent some links that seem to take the mystery out of it and she is in her home village now getting her paper of being able to marry, she has alredy got her passport, and they have been together for 4 years and she had an ID for being a permanent resident of Thaland.. just more red tape cluster fuck.
Thats what one of the articles explains, that if she has a Thai visa and is legal in Thailand then the embbasy in Bangkok can register the marriage.

She should get a Thai visa and then try obtaining the Affirmation to Marry Certificate from the Myanmar Embassy in Bangkok, the rest is easy and can be accomplished in one day. The ATM Certificate is the problem, and may have to be paid for under the table. She has much more chance of obtaining this from Bangkok than she does in Myanmar. Either way it will take a long time. Top and bottom of it is, the Burmese government does not want their people getting married to foreigners.
They could also maybe seek help from the Burmuse Border Consortium.

Had a friend marry a Burmese here in Thailand. Followed the same process we did to marry a Thai. Pretty straight forward. Have your friend go to US Embassy and get affidavit of eligibility for marriage, the bride will need an affidavit as well. Not sure where she gets it. Take both affidavits to local marriage registration office and they will register the marriage.
Again it's been awhile but he used an legal agency in Bangkok to "assist".
Of course to do any of this she will have to be in Thailand legally so better get the sorted first.
If she has a valid passport no visa is needed to go to any ASEAN country. Visa should not be an issue.

For a citizen of Myanmar to get a Thai tourist visa they have to submit certain documents, including financial statements to show assets worth valued at 1.8 million kyator or over. They have to show that this is there own, and are not being 'funded' by a third party. If the visa application is rejected, they must wait at least 90 days before they submit a new application.

BG, I really suggest your friend contact one of those agancies on Wireless Road who specialize in visa and marriage. I'm sure they will explain the procedure and help get it done. Will cost him a few thousand baht but with all the issues and uncertainty involved will be money well spent.
Why would they need to marry in Thailand? An alternative is to get a K-1 fiancee visa, and get married in the U.S. within 90 days of arrival. Actually, obtaining a K-1 (fiancee visa) is substantially faster than K-3 (spouse visa), I think (or at least it was few years ago).
but the buttom line now is that this burmeese girl has now lost all her thai priveleges because another smart ass made her go back into burma again instead of spending some money on a agency.
I really hopes he have balls enough to make things right again, this must be a devastating situation for her
