New rule for FORM A export papers

I just catched one of the office girls in the technical department, she wanted to copy quiet a big folder containing all the calculations of products prices, raw mat supply, tooling type to be used, and specially how to process the manufacturing...

She told me quiet naturally" i will send this to customs they required for make Form A, new rule,..."

So she gave me some papers afterward with this typical Thai symbol in it, bird, devil with wings ( Garuda?? ) and said it is official request now from custom to know how we manufacture the things we need a Form A for export...

I think we give about 10 times a year ( or more) all our financial statements to so many offices, as imigration, tax revenu ( here ok, can understand), among others with copies of bills we made to customers and so on, big bunch of paper to appose signature of the Director....

They know where we export, to whom, for how much and now they need to know as well how we do it clearly by production flow of each part we want to ship...

    Is this for :

    a) Only make one more chain of mountains of papers in some office in LOS.

    B) Analyse business profitability and steal process of doing together with getting the adresses and details of customers....

    C) See if we fall in business kind of black listed for falangs

    D) Reduce unemployment in LOS by adding paperwork to manufacturers

    Any other suggestions ?

To go ahead with this i just dropped one easy process flow like :

    Name of product

buy materials, cut materials, bring to shape, assembly materials, QC. packing, export....

    Next product name

buy materials, cut materials, bring to shape, assembly materials, QC. packing, export....

    Next product name

buy materials, cut materials, bring to shape, assembly materials, QC. packing, export....

I just hope this will be ok enough.... Me think less we write, less they will have to make a thinking

Sorry FRMe, I have read your post 3 times today and I still have no idea what it is you are saying. Are you Asking if there is a new Form A for exports? Or are you saying that Thailand has too much red-tape (because on this one you would be 100% right!)

small explanation of my worries about Form A

Form A : Paper certifying origin of product, delivered by customs or freigth agents... ( basically )

This document is necessary if you export goods from countrys like Thailand to be customs tax exempt in the receiving countrys...

This applyes for most of the European countrys having agreed to custom tax exempt goods coming from Thailand ( and other third world countrys )

A new rule just popped out here in Thailand, in order to receive from freigth agent or customs, your FORM A you need to describe exactly how to process each part to make it in the product you export...

    EXAMPLE:

You heard about the most expensive coffee in the world ?

Let's say you would be producing it in Thailand and you want to export it now, so you would go to be able to receive the FORM A for this goods

Plant coffee tree, clean bad herbs around, water the tree...
explain until tree is grown up and bears fruits...

Find small animal like squirrel, catch it, put animal in box to carry next to the coffee tree plantation, do not feed for the moment.

Let the animal be hungry, feed then with coffee beans

waiting animal excrement showing off, drink Singh to pass time...

excrement coming out, select processed beans by animal, go to ISO 14001 procedure to evacuate rests of excrements...

mix animal processed beans 50 % with new coffee bean taken from tree from plantation by using own hands...

with showel size 10 cm by 5 cm throw mixed bean in Roasting machine
(here they will stop issuing from A because what is a roasting machine will be the subject...)

roast at temperatur x for time yy...

collect beans roasted by means of....put in bag ( bag made of:....)

place bags in box, put box on pallet, put pallet in container

Tell all this to custom and they KNOW how you make it, where you deliver it and at what price....

    should be as before:

15 tonnes of special coffee made in Thailand packed in boxes of xx gramms, volume equals:.... send to customs get Form A for 1500 THB

My question is what they will do with this so many tonnes of paper this new request will make ?

    A. Opportunities for stealing processing methods for some uncrupulous government people

    B. Mountains of papers to store somewhere, nobody will look at it

    C. help figth unemployment due to new load of work in factories ang custom offices..

    d. ????

    e. ????

PS The most expensive coffee of the world is coming from Indonesia and is in fact processed as per above ! expect to pay 20 to 100 Us for a small cup of it...
