    WRONG! COMPLETELY WRONG!!

As has been explained several times by many here (pretty well everyone except @sometimewoodworker) this is simply untrue. Whether "any voltage regulator will do what you want and "have a minimal effect on your PEA bill" will depend entirely on what you buy. Buy a good one, with all the knobs and whistles, and it'll do what you want - but, as @hazz said, it'll cost you 100 - 150,000 baht; buy a piece of Chinese junk for "19,900 baht" or so and all you get is ... a piece of Chinese junk.

As several posters have said, repeatedly, there is no magic bullet and you din't get something for nothing.

You do not need anything fancy; just plug it in to an auxiliary socket off domestic side of your main breaker or safety cut. … Switch off main breaker. A light or buzzer on supply side will tell you when power is back to normal.
Agreed (again!), but I wouldn't agree with backfeeding the system and would go for a three-way switch (PEA / neutral / generator) as @VocalNeal suggested. Cheap (ish), easy for a good electrician to set up, and a simple solution.

This idea that you can get something for nothing is cloud-cuckoo-land as all bar one seem to agree.
