The NSA collects all those data by default, and that information is shared with all those government agencies. When there is a FBI investigation, they just go dig that information that is readily available on inter-government databases. They don't even need to ask the NSA do the work for them, it's already done by default.
All VPNs traffic is monitored and tagged by the NSA, no matter what.
