tethering is gratis, thats not something they can control or charge

Unlimited data is not gratis, it is paid for.
You can do what the fuck you want with it, use it only in your cellphone or distribute it to your other computers by making the cellphone a hotspot.
Unlimited is unlimited no matter how you use it.
Unlimited data is 299 a month.

Step 1: Buy a SIM card (pre-paid or post paid) [49 baht?]
Step 2: Register said SIM card
Step 3: Pay for a data package (more data, more money)
Step 4: Use the data however you want. [Air card, tethering, whatever. There's no extra charge for tethering a phone and using the data]
Top up or pay monthly as required.

If you're uploading/downloading loads of stuff might be an issue but for simple Internet connectivity I.e emails teak door etc here in bkk all providers offer that at around the 300 mark
How much 3G data you get depends on how much you pay. With DTAC, 299 baht gives you 2.5GB at fast speeds but more is available for more money. See here:

What fekkin loads of stuff, 750MB is one CD, not a DVD and far from a blue-ray.
It is nothing for gods sake and they call it unlimited, its a joke and the joke is on the user buying into it.
but to answer the original question once more:
whatever data you have paid for can be shared to other computers without any extra cost.

384 Kbps speed once the high speed allowance is used up. AIS and DTAC are similar.
For really heavy data usage like downloading movies, fixed line ADSL is what you need. Obviously 3G isn't suitable for that, either speed-wise or cost-wise.
