I have a friend that wants to partner with me, but I wonder if wouldn't be smart to wait , for the visa stuff to settle.

visa stuff is settled, no real change, it only affects people arriving with no visa, and getting a "visa on arrival" 2, 3 6, and 12 month visas are easy and can be got in your home country. Partnership would be harder, no rights to a visa unless work permit, 2,000,000 baht company required to receive 1 work permit. Harder now to establish new company in Thailand, Thai partners now verified and access to bank. Old companys are grandfathered and no verification.
