The link compares driving in Thailand to his interpretation of driving behaviour in other places. He incorporates what he describes as Thai "normals" compared to other places.
One example is the acceptance of the abeyance of traffic laws by many and the Thai acceptance of the "individuals/cultural" standards as opposed to Thai laws. Hence the mismatch of foreign drivers expectations to driving situations compared to general Thais actions.
During my "international" driving experience, European, North American and ME, the "norms" are mostly similar. Thais do have a differing outlook and hence drive in a different way and hence more concentration is required.

Is there anywhere else in the world where people will drive/ride out of a side street onto a main road without looking to see if some other vehicle is coming down that main road, or at what speed ??
^Compared with Thai drivers Indians are retards that shouldn't be allowed near a road.

^^ One country quoted is Vietnam. It seems to stem from the mass swarm affect from bicycle and m/c hordes acting as one entity and protecting each other. Plus the religious aspect lack of individual responsibility for ones actions.
In the linked article it describes that Thais "take responsibility" for their forward view , 45 degrees either side of their path. The remaining 270 degrees , basically behind and to either side of them, is the "responsibility" of vehicles of "others". Either a Thai driver or their god. Allegedly Thai police and insurance companies hold the same blame zones.
If somebody does something "stupid" in front of you, any repercussions are your fault. The driver behind is expected to react to the unexpected unveiling before him/her.
As I said read the linked article. It will clarify some misconceptions you may be under and hopefully ensure "better" driving practises by you in Thailand.

I've never seen this in other countries.....except for very rare cases. Which countries might you be referring to ?

Back to the subject of the Thai "intellect", I'm afraid I have a very low opinion. Can be lovely people, but not much processing power upstairs. Though the ones with more Chinese genes are better.
