Int he wifi setting page you can restrict access to nominated MAC addresses, there is also a setting called "announce" or something like that so that only permitted devices (by mac) can see the wifi signal.
To others it looks like there is no wifi.

Would depend on the Admin software.
But f you make the network unrecoverable, it doesn't really matter does it?
Unless you think the WIFI signal degrades the performance of your tinfoil brain protector....

If you really don't want it, just get a router rather than a wifi/router.

Scratch that, I see yours is some 3 in 1 thing

The DPC3925 and EPC3925 wireless residential gateways provide a cost effective solution to combine a cable modem, a router, and a wireless access point into a single device.

Open a command prompt and type "IPCONFIG /ALL" and look for the default gateway.

Then open a Browser and type in that gateway address as the URL.

It should then prompt you to login.

And do it while you're wired, because when you turn the wireless off it will disconnect you.

Once you're in, look in Wireless and there should be an Enable and Disable button.

    Google "Cisco modelnumber administrator guide"

I'd do it myself but it's beer o 'clock.
