What countries can you open a bank account without working permit, but showing a local address

AND

have a fully operational paypal account with it ?

cambodia - no works

vietnam - not sure

burma - doesnt work out

singapure - not sure about local bank account...

anyone ?

Have struggled a bit opening a Paypal here but I think the bank doesn't understand how it SHOULD work.

in thailand? yes, took me two days and a couple of hours - at the bank

(as there is no internet banking without working permit or residency...)
