    Deep Flood Covers Petchkasem Road, Affecting Commuters

    UPDATE : 4 November 2011

    Those living on Petchkasem soi 25 in Phasi Charoen District face a difficult commute after the flood hit the area yesterday, blocking many main roads.

    Yesterday, the floodwater reached Petchkasem soi 25 in Phasi Charoen District.


    As of now, the water level is measured at 10-30 centimeters and continues to rise.

    It is still difficult for small vehicles to travel the road. However, bus services are operating with limited routes to avoid flooded roads.

    Meanwhile, military trucks were stationed to facilitate commuters going to work. The police have also set up an ad-hoc team to offer flood relief.

    Traffic congestion is becoming more serious due to the flooding.

    Those living in the area need to allow more time for travelling. People advised to avoid using Petchkasem Road.

    In addition to flooded homes, the flood is creating a stressful atmosphere and created rifts within family relationships.

    One man said is he having trouble with his spouse, saying that she wants him to take leave to prepare for flooding, but he cannot do so.

    Bus Services at Mo Chit 2 will not be relocated

    UPDATE : 4 November 2011

    The Transport Company has taken precautions against flooding but has no imminent plan to the relocate northern and northeastern inter-provincial bus services.

    Transport Company President Wutthichart Kalayanamit said the Mo Chit 2 Bus Terminal remains open as usual.

    He expressed confidence that the bus terminal will not get flooded because it sits on land that is one meter higher than the surrounding area.


    However, Wutthichart affirmed that the company has taken precautions and is following the flood situation closely.

    He added that he will call a meeting of board members to discuss preparations in the event that bus services have to be relocated.

    Wutthichart said all southern bus services continue to operate as usual after being relocated from the New Southern Bus Terminal to the Holland Beer House on Rama 2 Road due to severe flooding.

    The Metropolitan Waterworks Authority governor affirms that the quality of tap water remains sanitary after the officials discovered a body in the Prapa Canal.

    The officials rushed to solve the problems regarding the color and smell in the tap water.

    Metropolitan Waterworks Authority Governor Jareon Patsara said police officers have been working on removing the body that was found in the Prapa Canal.

    The officials will raise the level of the earthen dyke around the canal, which will serve as a permanent barrier to prevent any future unexpected incidents.

    The tap water was inspected and sanitized with chemicals before it reaches consumers.

    The Metropolitan Waterworks Authority is still working to solve the yellow color and smell problems of tap water.

    Meanwhile, the Metropolitan Electricity Authority will be responsible in monitoring the electrical system for the Metropolitan Waterworks Authority, and the leaked earthen dykes around the water source have been repaired.

    At the Sumlae water station, the water level begun to recede, and a barrier will be raised there as well.

    An evacuation order has been given to residents in 4 sub-districts of Jatujak District this morning. Residents in Jatujak, Lad Yao, Sena Nikom and Chantarakasem sub-districts in Jatujak District have been ordered to evacuate to higher ground. The Jatujak area has seen the level of flood water rises since Thursday, inundating various roads and key routes in the district.

    Floods encroach deeper into Bangkok, risk subway

    BANGKOK (AP) — Thailand's record floods encroached deeper into the capital Friday, swamping a major intersection in the northern edge of the city center and threatening the subway system.

    The water from the country's worst flooding in more than half a century was filling Bangkok's Lad Phrao intersection, where three major roads meet. Office towers, condominiums and a popular shopping mall are in the area, where local media say the water is 15 inches (40 centimeters) deep. The intersection is just down the street from the famed Chatuchak Weekend Market, a key tourist attraction.

    Three stations in Bangkok's subway system are being closely monitored but are still open. Steel barriers have been put around the underground stations in recent weeks to protect against possible inundation.

    The flooding, which started in the country's north in late July and has killed almost 450 people nationwide, has been spreading across Bangkok's north and west for more than a week.

    The government has asked residents in eight of the city's 50 districts to evacuate. Residents in several other districts have been warned that they should be ready to leave.

    The water has yet to reach the city's central business district.

    Foreign Media Shines Spotlight on Thailand's Floods

    The foreign media is watching closely whether the Thai government can drain the floodwater that has already submerged parts of Bangkok and protect the capital's inner area from flooding.

    Meanwhile, Honda Motor has suspended production in the Philippines, as suppliers in Thailand are unable to provide parts.


    Members of the foreign media say despite the government's assurance that it will do everything possible to protect inner Bangkok from flooding, the government is still facing harsh criticism for managing the flood situation due to confusing reports about the flooding.

    As of now, the Thai government has issued evacuation orders for 8 of 50 Bangkok districts.

    Meanwhile, Honda Motor has temporarily suspended production in the Philippines because suppliers in flood-stricken Thailand are unable to deliver parts.

    Joseph Tacorda, the human resources manager of Honda Car Philippines, said the company has suspended production and will not reopen its plant until it can find alternative suppliers to those in Thailand.

    Tacorda added that his company is awaiting parts from other Honda plants, and he still does not know when they will be supplied.

    Honda is No.3 in Philippines' automotive industry.

    It sold more than 9,000 cars in the first eight months of the year, a market share of 9.7 percent.

    In Singapore, 69 mosques in are raising funds for flood relief in Thailand.

    Donation boxes will be placed at the mosques until next Thursday.

    The donation will be used to support flood relief programs in Thailand through the Mercy Relief charity organization.

    ICRC helping flooded prisoners

    About 30,000 inmates have so far been evacuated from flooded prisons, being shared around 80 to 90 prisons nationwide, but with even more prisons at risk the emphasis must now be on ensuring them adequate supplies of clean water and food, according to the International Committee of the Red Cross (ICRC).

    The Geneva-based agency has had close relations with the Department of Corrections for about six years, mostly working in the far South.

    It is now helping the department put relatives back in contact with inmates of flooded prisons who have been evacuated to prisons elsewhere in the country.

    Jacques Stroun, head of the ICRC regional delegation in Bangkok, said a Red Cross team has been based at the Department since Oct 15 helping officials phoning families of evacuated inmates to tell them where their relatives were sent to.

    Protection coordinator Bjorne Rahm said the ICRC has so far helped about 14,000 stranded detainees.

    "More prisons are being flooded and even though thousands of detainees have been taken to higher ground, basic humanitarian aid and hygiene issues remain a concern."

    Of the 140 to 150 prisons nationwide, at least 80 prisons have been receiving evacuated detainees.

    So far, about 30,000 prisoners have been moved, Mr Rahm said.

    More still would be transferred and contacting their relatives remained a huge task to complete. It would perhaps need a few more weeks, he said.

    "For example, on Wednesday we had teams visiting more than 500 prisoners being relocated to Phitsanulok and Songkhla provinces," he said.

    Primary concerns for the prisoners were issues of safety and health, including water supplies and garbage disposition, said Mr Stroun.

    Julian Jones, Red Cross regional water and habitat engineer, saidThai prisons were already overcrowded and reluctant to accept inmates from other prisons.

    "The situation varies ... some prisons are well prepared, but as the flood rises they've become isolated because roads and communities around them are inundated. This has resulted in a drop in food and water supplies," said Mr Jones.

    Some also faced difficulty getting sandbags, and whether they succeeded in building defence walls depended on the original plans and specifications set for the prisons, how high they could build the wall, and the local topography, he said.

    "For example, Thanyaburi prison had to evacuate its detainees even though they had built some flood defences, because of the massive amount of water surrounding it," he said.

    Flexibility and pragmatism was key, he added.

    "For immediate needs, we may have to get trucks and boats to deliver bottled drinking water, but long term we need to prepare for drinking water production as access to the prisons is difficult if they are in flooded areas.

    "Relying on tap water is also difficult as the floodwater is flowing into the water pipelines."

    Mr Stroun said the strategy must adapt quickly because the situation is constantly changing.

    "For example, a few weeks ago about 2,000 prisoners were stranded in Ayutthaya, so bottled drinking water was needed, but in other cases we need to think of how to treat the available water."

    ICRC member Barnabe Reaud said Nakhon Sawan prison has asked the Red Cross for three more boilers and eight more containers for the purified water they make themselves.

    The prison had to try to ensure a supply of water for consumption, meeting the minimum health standard, at a rate of two litres per individual per day, said Mr Reaud.

    The ICRC has previously supported the Thai Red Cross in operating a mobile kitchen in Ayutthaya and provided emergency relief items for flood-stricken areas of Tak province, said Mr Stroun.

    Police have now closed 47 rooads to traffic because of the flooding in Bangkok.

    The intersection to the Ratchavibha Interchange is now also closed in addition to the Ratchayothin intersection on Vibhavadi-Rangsit and Phahon Yothin roads.

    Four more minor roads are also closed. They are Phraya Suren, Thoet Rachan, Chaeng Wattana Soi 5 and Chang Akat Uthit roads.

    In western Bangkok, road closures now include Kanchanaphisek road (from Khlong Mahasawat bridge to Khlong Bang Phai), Ratchaphruek road (Khlong Mahasawat to Boromratchonnanee road), Suan Phak road (the Kanchana intersection to Saphan Kham Thang Rot Fai), Bang Ramat road (Kanchana road to Ratchaphruek road), Thawi Watthana road (Khlong Thawi Wattana to Kanchanaphisek).
