It is a democracy- free elections are held, there is more than one choice of party to vote for. The fact that 'one party' dominates (the Chinese party, basically) and the other (the Malay party, basically) is the perennial also ran is not what we Democratic aesthetes like to see, but you do have the choice whom you vote for.
Singapore is a functional state (few would disagree) but a flawed democracy. Lets say the ruling party totally stuffed it up- corruption scandals, economic mismanagement, etc. People have the choice to switch their vote, and in these circumstances many would. So at the end of the day, there is democratic accountability.

Former prime minister Thaksin Shinawatra has ordered pumps from Korea for the government of his sister, Yingluck Shinwatra, to use for draining floodwaters, a red-shirt leader said.
INN news agency Tuesday quoted Kwanchai Priaphana, the chairman of Udon Thani Loving Club, as saying that Thaksin had ordered many pumps and they should be delivered to Thailand by Wednesday.
