Stray mutts'home upsets councillors

City councillors plan to grill the city administration tomorrow for setting up a stray dog sanctuary costing over 200 million baht in Uthai Thani province without their consent. Pirakorn Veerakulsunthon, a Chom Thong councillor and deputy spokesman of the Democrat-dominated City Council, said City Hall sought the council's approval only after the project had been completed.
The 200 rai sanctuary created for city strays is in Thap Than district of Uthai Thani. About 2,500 dogs are already being housed at the facility, which can hold up to 8,000 canines.
''Governor Apirak Kosayodhin must explain why the project was implemented without the consent of the City Council, which is tasked to examine the administration's work.
''If they can't come up with a convincing explanation, don't hope for an approval,'' said Mr Pirakorn.
He and Mr Apirak are both members of the Democrat party.
Prasarn Bamrungphan, deputy director-general of the BMA's department of health, said the project was initiated during the tenure of former Bangkok governor Samak Sundaravej. Legal experts attached to the administration at the time were of the opinion the project did not require the consent of the City Council.
However, it was found out later that the council's consent was necessary.
