How can I get smilies added?

Always finding good 'uns and think they might be useful here...is there an official smily committee? Do I need a work permit? Will a purple do it?

I just copy smilies I like to my TD gallery and link them from there. If other people like them then they sometimes end up being added to the "official" list.
