Potentially. It is a solid rocket booster as you can see from the exhaust trail. Solid first stages are rare except for ICBMs. More likely US than russian though. The russians prefer mostly liquid propellant engines.

It is, yes, Petra from Petros meaning rocks, Nabatean capital, brilliantly located for natural defence with the only route in through a 1km canyon.
