Levy on international air travel could fund climate change fight | Environment | The Guardian

Britain and other rich countries will be asked to accept a compulsory levy on international flight tickets and shipping fuel to raise billions of dollars to help the world's poorest countries adapt to combat climate change.

what does "shipping fuel" mean?

will flights between EU nations be international?

can debt be counted to determine poor, so the US can qualify for help?

why not tax carbon at the source
tax on each barrel of oil ... at the well head
tax on each ton of coal ... at the strip mine

IMHO, a non-deviant bloke w/ a 1000m home driving a hummer should be held equaly responsible a sex tourists.
