Actually, Botswana isn't doing so good now. I talked to a few Botswanans when I was in Namibia. Corruption has increased a lot. It formerly didn't have so much due to good leadership, but, that has changed now.

As Attila points out above, it's the corruption and utter lack of demands for accountability.
I think a lot of the corruption is due to no sense of duty to the people.
These countries are artificial constructs of empire. Most Africans don't have strong feelings of being a certain nationality, unless it is to do with sport, or, war.
African's loyalty is first and foremost to their family, then their tribe and country a long way third.

I went over to our nearest KFC a few minutes ago...and chaos ensued. Despite the very visible grilled chicken behind the register, the manager told everyone with coupons to leave and that the promotion was over for the day. The people there are currently holding a sit-in and refusing to leave until they get their free chicken...or the cops are called. Racial epithets were being spewed, people who actually wanted to pay for chicken were facing a potential beatdown, and the manager ran from the screaming horde. Oprah, what have ye wrought?

^ You're wrong there MustavaMond... there are plenty of serious studies who consistently proved just that: Iq difference of about 10 pts between the races, regardless where they tested it... They've just taken people, mostly students from a similar socio-economic background, and the results are very consistent: Black<White<Asian by a 10 point margin.
There is little scientific debate about if, but more about why.
You can't just dismiss these studies by saying they're coming from "haters", because some of the larger studies came to life just for the purpose of disproving this idea, and to get rid of any bias previous studies might have had. Now there is still ample room for interpretation about why that is so, and of course it's all but universal. Thailand for example fared rather bad in such tests of their students, and the Asians tested in the US were mostly Chinese and Vietnamese who are known to be very disciplined students. And let's not forget that there is a very strong correlation between the results of said IQ tests and economic developpment over the very long term, be it a country, a region or individuals living in the same country. Even long before any serious colonization of the African continent (except North Africa, which was en par with Europe) it lagged behind to the rest of the world and the difference just got bigger the more the world developped.. I am most certainly no White supremacy idiot, and I have no problem whatsoever with Asians being smarter than us in general, as that will naturally lead to an economic developpment which benefits everyone and stabilises the world.
