Patten was/is not popular in HK because he wasted billions of HKD taxpayers money on utter folly. Lets leave it at that. He was well rewarded for his folly anyway, but certainly wasn't missed. Like 'newly democratised' HK was gonna be some sort of trojan horse to introduce liberal democracy to the PRC! Yeh, right. They shut down his expensive 'democratic reforms' the following week, just as they said they would.
Just as we knew they would. HK has never been a democracy. To live there was to accept that fact- as well as the multiple benefits.
