    Google pulled Russia opposition app under 'extraordinary duress': sources

    Google blocked new downloads of a Russian opposition voting app under "extraordinary duress," sources close to the matter said Friday, as international outrage and concern built over the decision.

    The company faced public threats from the Russian government and private threats of serious criminal charges and incarceration of local staff, the source added, similar to pressure that hit Apple before it pulled the app.


    Allies of jailed critic Alexei Navalny accused the tech giants of "censorship" after they said a "Smart Voting" app advising supporters on how to vote out Kremlin allies had been removed from the companies' app stores.


    Earlier Friday a source close to Apple's decision told AFP the iPhone maker had relented after authorities made arrest threats against its workers in Russia.


    Polls opened across the vast country on Friday after a year that saw a sweeping crackdown on President Vladimir Putin's opponents, with Russians given the option of voting online.


    The election for seats in the lower house State Duma, which runs until Sunday, comes after a year that has seen Navalny jailed, many of his allies arrested and his organizations banned.

    Google Blocks Russian Opposition Voting Recommendations


    Google has blocked lists of Russian candidates recommended by jailed opposition leader Alexei Navalny as best placed to defeat Kremlin-aligned politicians in parliamentary and local polls closing Sunday.


    The move comes as the U.S. tech giant faces mounting criticism from the Russian opposition and abroad for backing down to demands from Russian authorities, who are trying to bring the Russian segment of the internet under their control.

    The lists are part of Navalny's "Smart Voting" strategy, which calls for his supporters to vote out candidates aligned with President Vladimir Putin's ruling United Russia party in a three-day vote finishing at 8:00 p.m. Sunday.


    Navalny's allies — most of whom have fled the country or been arrested after his organizations were banned as "extremist" in June — said Sunday that Google had blocked two Google Docs and two YouTube videos after requests from Russia's media regulator Roskomnadzor.


    The Google Docs and YouTube videos were not accessible to AFP journalists in Russia on Sunday.


    Google did not immediately respond to a request for comment from AFP.


    The moves came after Google and Apple at the start of the elections on Friday removed a "Smart Voting" app from their stores.


    Sources familiar with Google and Apple's decision told AFP the moves were taken under pressure from Russian authorities, including threats to arrest the tech giants' local staff.


    Russia had accused Google and Apple of election interference ahead of the vote, demanding they remove the app from their stores.


    Also Friday, the encrypted Telegram messenger — widely popular in Russia — followed suit, blocking a "Smart Voting" bot.


    Navalny's team on Sunday swiftly made new Google Docs and YouTube videos with their lists of candidates.


    "How quickly will Roskomnadzor write another request and YouTube will fulfil it? Let's see," Navalny's banned Anti-Corruption Foundation tweeted.

    MOSCOW—When Boris Vishnevsky went to check the photo and biographical material that Russia’s election commission planned to post for his candidacy in this weekend’s parliamentary elections, he thought he was seeing double.


    Another candidate with the same name was listed alongside him. Then he saw another. They even looked like him, a balding 65-year-old with a stubbly beard.


    “On one hand this was very funny because until recently these people had completely different names and they looked different, too,” said Mr. Vishnevsky, an opposition candidate in St. Petersburg. “On the other,” he continued, “they are specifically trying to confuse voters, to deceive them, so that those who want to vote for me vote for one of them by mistake.”

    The results of the Russian election will be out soon. The incumbent party, which Putin heads, appears at little risk of losing it's 'super majority', but more interesting will be how many seats they lose, if any, compared to the last elections.

    The current Russian Minister of the Interior has a statement ready, copy and paste, “The November 3rd election was the most secure in American history." Just change the word America for Russia and the date. LOL.

    The State Duma elections were held in Russia on September 17-19

    MOSCOW, September 20. /TASS/. The United Russia party secures 49.42% of the ballots in the State Duma (lower house of parliament) party lists after 80.1% of the results were processed, the Central Election Commission (CEC) data shows.

    According to the voting results, the Communist Party comes second with 19.28% followed by the Liberal Democratic Party of Russia (7.55%), A Just Russia - Patriots - For Truth (7.37%) and New People (5.37%). Therefore, these five parties are so far projected to win seats in the new convocation of the parliament by clearing the 5% cut-off bar.

    At the same time, Party of Growth gets 2.53%, Civic Platform receives 1.33% and Yabloko wins 1.1%. The remaining parties secure less than 1% of the votes.

    MOSCOW, September 20. /TASS/. The United Russia party secures 49.63% of the ballots on the party list to the State Duma (lower house of parliament) with 95.05% of the voting results processed, the Central Election Commission (CEC) data shows.

    According to preliminary voting results, United Russia secures 112 mandates on the list. It is also dominating in 199 single-member constituencies. Thus, as a result, United Russia so far secures the constitutional majority in the lower house (over 300 mandates).

    The Communist Party comes second with 19.20%, followed by the Liberal Democratic Party of Russia (7.48%), A Just Russia - Patriots - For Truth (7.43%) and New People (5.4%). Thus, these five parties broke through the 5% barrier to enter the State Duma.

    The Party of Pensioners comes sixth with 2.49% of the vote, followed by Yabloko and the Communists of Russia (1.29%). The other parties have less than one percent of the votes. Overall, 14 parties took part in the elections.

    Elections to the 8th Russian State Duma were held over a period of three days - on September 17, 18 and 19. In addition to the State Duma elections, voters went to the polls to cast ballots for the heads of nine Russian regions and in elections for 39 regional parliaments.

    Independent Public Monitoring gets almost 700 reports of electoral violations
    About 450 of them turned out to be false


    MOSCOW, September 20. /TASS/. Almost 700 reports of electoral violations have been submitted to the election monitoring center of the Independent Public Monitoring association, the organization’s executive director Alena Bulgakova has said.

    In words, the organizations received 684 reports of violations, about 450 of them turned out to be false.

    "The problem was solved in 213 cases," she said.

    Twelve cases of ballot stuffing have been confirmed in eight Russian regions, Central Election Commission Chairperson Ella Pamfilova said

    MOSCOW, September 19. /TASS/. Twelve cases of ballot stuffing have been confirmed in eight Russian regions, Central Election Commission (CEC) Chairperson Ella Pamfilova announced at the CEC information center on Sunday.

    "As for ballot stuffing <...> 12 cases of ballot stuffing have been confirmed in eight Russian regions. It's not too many nationwide, it was overhyped by some media outlets," she noted.

    According to Pamfilova, such cases were reported in the Adygea, Kalmykia, North Ossetia, Bryansk, Ivanovo, Kemerovo, Moscow and Saratov regions. "All of those ballots were declared invalid. Probes are underway, which particularly involve law enforcement agencies," the CEC chief added. The chairs of local election commissions in the Adygea, Bryansk and Kemerovo regions, where ballot stuffing was recorded, have been dismissed.

    "The Russian Investigative Committee in the Adygea region opened a criminal case against former head of the local election commission Gavrilova," Pamfilova said.

    French observers believe West has something to learn from Russian elections

    ST. PETERSBURG, September 20. /TASS/. The latest elections in Russia were organized on the supreme level, and, from this point of view, Western countries have something to learn from Russia, a European Parliament member from France, Jean-Lin Lacapelle, said after monitoring the elections in Russia’s second largest city of St. Petersburg.

    "I note with satisfaction that the organization was at the supreme level," Lacapelle said, summing up the results of his three-day observation of voting at various polling stations in St. Petersburg. "There are even some things that the West should learn from you."

    "I would like to particularly note measures taken to ensure the participation of persons with limited mobility: at-home vote was available, as well as various technologies allowing them to cast their ballot directly at the polling station. I think that this is something we can learn from."

    The head of the delegation of foreign observers, European Parliament member Thierry Mariani, said that security measures at polling stations in Russia are becoming more and more serious.

    "For example, there are cameras everywhere now. Very often, no such security measures are taken in other states. For example, we have no cameras in France," he said.

    "We noted that, regretfully, the turnout was not high, but this tendency can be observed everywhere," Mariani said.

    Mariani stressed that he and his colleagues arrived to Russia in their personal capacity, not as members of the European Parliament.

    French senator Stephane Ravier, in turn, said he saw "a truly democratic electoral process" in St. Petersburg.

    European Parliament member Herve Juvin said the group of foreign observers visited about two dozens of polling stations and met with representatives of various political parties.

    "I would like to note that <…> I saw no violations with my own eyes at the polling stations that we visited, and received no reports about them," he said.
