    Past inspection: Surfside, FL condo had ‘structural damage’ | Miami Herald

    ‘Major error’ was flagged in 2018 inspection report of collapsed building near Miami Beach

    In a 2018 report about the Champlain Towers South condo in Surfside, an engineer flagged a “major error” dating back to the building’s origin where lack of proper drainage on the pool deck had caused “major structural damage,” according to records released late Friday night by town officials in the wake of the tower’s disastrous collapse on Thursday.

    It wasn’t immediately clear whether the issue was repaired or whether it could have ultimately contributed to the building’s partial collapse, which resulted in at least four deaths with over 150 people still unaccounted for.

    The concern was laid out in an October 2018, “Structural Field Survey Report,” produced for the condo association by engineer Frank Morabito of Morabito Consultants. Morabito wrote that the “main issue” at Champlain Towers was that the pool deck and outdoor planters “laid on a flat structure” preventing water from draining. The lack of waterproofing was “a systemic issue” that traced back to a flaw “in the development of the original contract documents” 40 years ago, the report said.

    The report documented how the years of standing water on the pool deck had severely damaged the concrete structural slabs below. The problem needed to be addressed quickly, Morabito wrote.

    “Failure to replace waterproofing in the near future will cause the extent of the concrete deterioration to expand exponentially,” he wrote. The proper repair would be an “extremely expensive” undertaking, he warned.

    “[R]emoval of the concrete topping slab to gain access to the waterproofing membrane will take time, be disruptive and create a major disturbance to the occupants of this condominium structure,” the report said.

    The parking garage under the pool deck and planter slabs also “revealed signs of distress/fatigue,” according to Morabito’s report. “Several sizable [cracks in the concrete] were noted in both the topside of the entrance drive ramp and underside of the pool/entrance drive/planter slabs, which included instances with exposed, deteriorating rebar,” according to the report.



    “Though some of this damage is minor, most of the concrete deterioration needs to be repaired in a timely fashion,” the report said.

    Morabito noted that previous attempts by other contractors to repair cracks in the garage “were ineffective” and didn’t fix the problem.

    There was no clear indication from officials or public records whether the Condominium Association ever addressed issues Morabito raised regarding the pool deck or garage.

    But in preliminary plans to repair and restore the building as part of a 40-year recertification process that were prepared in late April, Morabito’s firm recommended significant concrete repairs at the pool area as well as foundation walls.

    In addition to the recertification plan and 2018 report, records released late Friday show that the building had received at least three building permits since mid-May, including a repair of the roof, electrical repairs and installation of roof safety anchors to support window washers, the last of which was issued Wednesday.

    Surfside Town Clerk Sandra McCready said in an email to the Miami Herald that the records were only “those compiled to date” and suggested that more would be available in the future.

    Once rust gets into that rebar through cracked concrete it spreads like cancer weakening the entire structure.

    Surfside official who signed off on condo is put on leave

    The Surfside, Florida, official who said in November 2018 that the Miami-area condo was in satisfactory condition has been placed on leave from his post as Doral's interim building official, the Wall Street Journal reports.

    The latest: The staffing change follows reports that Rosendo "Ross" Prieto reviewed a 2018 report about the Champlain Towers South condo and told residents the building was "in very good shape."


    • On Monday, CAP Government, a firm that provides building department services to government clients, notified the City of Doral that Prieto was on "a leave of absence and had assigned another employee to assist the City of Doral Building Department on a temporary basis,” the city's spokesperson Maggie Santos said, per the Miami Herald.


    President Biden and first lady Jill Biden will visit Surfside on Thursday, nearly a week after the partial collapse of a 12-story residential building that left at least 11 people dead and 150 unaccounted for.

    Officials said at a briefing on Tuesday that no new fatalities had been reported, and all families have been notified of the loss of their loved ones.


    • 210 people are on-site at any given time, working 12-hour shifts, according to Miami-Dade Mayor Daniella Levine Cava.
    • Levine Cava said she was notified Monday night that four balconies in northeast Dade should be "closed to residents due to safety conditions" after a building audit was conducted in the wake of the Surfside disaster.
    • The White House is coordinating Biden's visit with local officials to avoid delays to the search-and-rescue efforts, per the Miami Herald.


    Driving the news: Nearly three months before the collapse, the president of the building's condominium association warned residents that the damage highlighted in a 2018 engineer's report had "gotten significantly worse," according to a letter to residents obtained by the New York Times and CNN.


    • “The concrete deterioration is accelerating. The roof situation got much worse,” Jean Wodnicki wrote in the April 9 letter. “New problems have been identified. ... A lot of this work could have been done or planned for in years gone by. But this is where we are now."
    • The letter adds to the body of evidence that concerns had been raised about flaws in the residential building months and years before the deadly collapse, including during a 2018 inspection that warned of "major structural damage" below the pool deck.


    The big picture: White House press secretary Jen Psaki said Monday that Biden supports mobilizing federal agencies, including the FBI, to investigate the details of the disaster.


    • “The goal, of course, is to get to the bottom of what happened, and of course, how to be an instructive guide on how to prevent it from happening in the future,” Psaki said.

    Collapsed condo demolition to start Sunday

    The collapse of the Champlain Tower in Surfside, Florida, last week has killed at least 24 people and left 124 unaccounted for, Miami-Dade Mayor Daniella Levine Cava said on Saturday, according to the Associated Press.

    Driving the news: A Miami-Dade fire official told family members of individuals missing in the rubble that rescue workers plan to demolish the remainder of the building on Sunday, AP reports.


    • Raide Jadallah, the assistant chief of operations for Miami-Dade Fire Rescue, told family members during a Saturday morning briefing that the building would be brought down “as soon as possible. First thing tomorrow,” per AP.
    • Levine Cava on Friday signed an emergency order to allow engineers to demolish the wing of the Champlain Tower that remains standing.


    What they're saying: "The building poses a threat to public health and safety, and bringing it down as quickly as possible is critical to protect our community," Levine Cava said.

    The big picture: Search and rescue efforts were paused Thursday because of structural concerns about the standing portion of the building.


    • Officials at the site are preparing for the potential impact of Hurricane Elsa, which may hit Florida early next week.
    • Miami-Dade Fire Rescue Chief Alan Cominsky said Friday evening that six members of a Florida-based search and rescue team had tested positive for COVID-19, CNN reports.
      • "So we do have our medical procedures in place, you know, unfortunately, this is another challenge but something that we've been dealing with for over the past year," Cominsky said during the press conference.

    It will be interesting to see how many other buildings around the country are shut down after this. Because there is always bickering going on by inspectors and insurance companies about buildings and their various issues.

    Most of the time though , the buildings dont collapse and the bickering just goes on and on. But now we have this.

    Two days after the collapse of the 12-story Champlain Towers South beachfront condominium in Surfside, Miami-Dade Mayor Daniella Levine Cava ordered all buildings over 40 years old to undergo an "immediate" audit on their structural well-being. As a result, the city of North Miami Beach ordered more than 300 residents of the 10-story Crestview Towers complex with 156 units, located at 2025 NE 164th St., to evacuate Friday evening after receiving a Jan. 11 engineering field study deemed the building structurally unsafe.



    "In an abundance of caution, the City ordered the building closed immediately and the residents evacuated for their protection, while a full structural assessment is conducted and next steps are determined," City Manager Arthur H. Sorey III said in a news release.
    Crestview Towers is the first major residential structure to be closed after the June 24 Surfside tragedy. So far 22 people have been confirmed dead with 126 people still missing.


    Steven Davis, 37, a resident of Crestview Towers for more than two decades, was not surprised by Friday's evacuation: "You just knew that something was going to happen," Davis said, adding that walls and ceilings needed repair.



    Last week fears spread up and down Miami by residents who own condos in aging buildings because engineering audits could bring to light millions of dollars in repairs that would jack up homeowners association fees. The audits could also spark an evacuation of their building, and spark a liquidation firesale as owners of older condos seek to sell ahead of regulatory action.

    Surfside condo demolition expected to take place Sunday evening

    Crews were preparing for the controlled demolition of the remaining portion of the partially collapsed condo building in Surfside, Florida, on Sunday evening.

    The latest: Miami-Dade officials told a news conference crews will aim to bring down the building between 10 p.m. Sunday and 3 a.m. Monday (EST), ahead of the expected arrival of Tropical Storm Elsa.

    The big picture: The search stopped about 4 p.m. on Saturday, according to Miami-Dade Assistant Fire Chief Raide Jadallah.


    • "Within a matter of minutes...[rescue workers] will be back on the scene," said Kevin Guthrie, head of emergency management for Florida, according to the Miami Herald.

    Rescuers resumed their search early Monday for more than 120 people who remain unaccounted for at the site of a collapsed condominium in Surfside, Fla., just hours after the rest of the building was demolished.

    Debris from the planned demolition on Sunday evening was already being cleared away by crews by Monday morning to allow rescuers access to the building's underground garage, The Associated Press reports.

    Officials had been worried about the structural integrity of the remaining portions of the building as Tropical Storm Elsa approached the state. Forecasters now say the storm will hit Florida on Tuesday, though Surfside is not expected to be directly in its path. Tornadoes are reportedly possible in South Florida on Monday and Tuesday, however.

    The AP notes that officials are particularly interested in accessing parts of the garage area, which may give authorities a clearer picture of the voids that exist underneath the rubble and may be harboring missing people. No one has been found alive since after the initial hours after the collapse.

    Before rescue efforts were paused last week in preparation for the demolition, the death toll increased to 22 with 126 people still missing.
