Spoke to a old colleague today and this came up.... He said that by itself ammonium nitrate fertiliser is not explosive, it has to be mixed with other substances and undergo further processing in order to become explosive....
Later on I was thinking... If it was explosive why the hell would even a low IQ 3rd worlder allow 2700 tons to be put in a silo??? So of course in its normal form it is not explosive.
The thinking further on, when a fireworks warehouse blows up (as has happened many times before) all the fireworks do not go up simultaneously, no some go off and a few seconds later others go off and the process randomly continues for a while until it burns itself out. If we were taking about a expertly made 500kg ammonium nitrate bomb set off with a blasting cap correctly positioned then I would expect the whole thing to go up at once, but 2700 tons? Surely multiple detonators would be required???
As a side note... if the story of Oklahoma is to be believed who come Tim McVeigh managed to pull off such destruction at the first attempt. It's like some guy who has never rode a horse before deciding to enter a old nag in the Kentucky derby and willing by a mile. It doesn't make sense.... But what does.....???
So did 2700 tons of ammonium nitrate fertiliser suddenly explode?? What about when it was on the ship, surely no port in the world would let such a ship dock with such a dangerous cargo...?

What that means in a more practical sense is that it increases the burning of fuels by increasing the oxygen that's available to those fuels.
