I would say it's up to the respective bodies if they can be arsed to put them up again, and if people actually want them.
The Hamilton statue was a private donation, I doubt the people of Hamilton voted for it.
Riots are bad. But so is teargassing a crowd of people who aren't doing anything wrong.
You seem to want to focus on this one issue, which is rather trivial compared to the rest.
Oh, and personally I couldn't give a flying fuck if statues celebrating racists are removed or torn down, they shouldn't be there in the first place.

Chicago Police Supt. David Brown said Monday that of the total fatal shootings over the weekend, 17 homicides occurred on Sunday alone. The Cook County medical examiner’s office confirmed 15 for Sunday, with another three at unknown locations.
The weekend’s toll surpasses the tally from the same weekend in 2019, when 52 people were wounded — 8 fatally — in citywide gun violence.

It seems that you are saying you don't have any objection to mob rule determining society's statue retirement process.
But you would expect public approval to be sought by a democratic process of consultation before any illegally removed or demolished statues were to be reinstated or restored?
To me this is revealing of the puzzling dogmatic reverence that society is now presumed to show towards left wing politics - even when the proponents are civil disrupting rioters engaged in illegal demolition of public property that they have, without any detailed argument being offered, determined on a frenzied whim that they have a subjective political objection to.
You see it everywhere since this racism thing blew up. It is like a political contagious pandemic.
Celebrities and public figures and public facing corporations are terrified of putting any kind of political foot wrong that would put them even a micron on the wrong side of any woko hipsters which leads to these strange double standards being applied to political behaviour.
