Yes most people would abide by the posted rules/law. But she didn't. However the guy has no right to insist, he has no actual authority. She was in the wrong and one has to leave it at that. If he was that worried he should have called the police and reported a crime.
One assumes there are park wardens and the like to enforce rules in that park.
