    Severe flooding sparks major incident - as fresh weather warning issued for swathes of England


    Swathes of central, north-west and north-east England were covered by multiple flood warnings issued by the Environment Agency.

    An all-day yellow warning of heavy rain and thunderstorms was issued by the Met Office for England northwards from Manchester, Sheffield and Lincoln.
    A similar warning has been issued by the Met Office for Thursday - covering the East Midlands, Derbyshire, the North West, Cheshire East, Greater Manchester, West Midlands and Staffordshire.

    Showers will develop by the afternoon and are likely to become heavy and slow moving in parts, with the chance of thunder.
    In northern England, some parts could see 15 to 20mm of rain in an hour and 30-40mm within two to three hours.







    Whaley Bridge dam collapse: Town evacuated over Toddbrook Reservoir fears


    A town is being evacuated because parts of the wall of a nearby reservoir have collapsed in floods.
    The Toddbrook Reservoir dam, above Whaley Bridge in Derbyshire, was damaged following heavy rains.
    Police have told the town's 6,500 residents to gather at a local school and they will be evacuated from there.
    A severe flood warning, which means there is a threat to life, has been issued for the River Goyt, below the reservoir.


    The Canal and River Trust, which manages the dam, has engineers assessing the damage - but pictures shared on social media show the collapsed part of the wall was growing.

    Police told residents to gather at Chapel High School in the neighbouring town of Chapel-en-le-Frith and to take pets and medication with them as they "are not sure how long [it] will take".
    They said evacuated residents should try to arrange their own accommodation as space is limited, but some local pubs and community halls have offered to take in evacuees.
    There is a yellow weather warning for rain in place from the Met Office for the area until 20:00.
    Trains between Hazel Grove and Buxton have been blocked because of the flooding, affecting Northern train services between Manchester Piccadilly and Buxton.
    'Never in a million years'

    Tracey Croasdale, a resident for 23 years, said she has not yet been told to evacuate but has her rabbits and dog ready in case.
    She said: "We're sitting watching the news, it's very scary. Never in a million years did we think it would burst its banks."

    Speaking to the BBC from the banks of the reservoir, he said the water levels were "right up to the limit".
    "The rest of the village is a bit like a ghost town, it's pretty much deserted at the moment."
    He said he has seen water spilling over the dam occasionally before, but added residents had been "fairly sanguine" and he had "not seen any panic".

    She said: "Evacuation is absolutely necessary. I don't think they've got any choice. People are being advised not to take pictures. We are really very, very worried.
    "People are being advised - wisely - not to take any risk there," she told the BBC.
    "We've had people wandering around trying to take pictures. Please don't. It's not really very safe at the moment."
    She said the dam had been built in 1830 and she hadn't heard of any problems before.
    'Mortal danger'

    Councillor Martin Thomas, chair of Whaley Bridge town council, told the BBC the clay under the slabs of the slipway had been undermined when they were lost.
    He said: "The situation is an unfortunate combination of circumstances.
    "We've had a lot of wet weather recently, the ground is saturated, the reservoir was already full.
    "Most properties, fortunately are above the level of the dam, and even those who are beneath it are on the steeply inclined hills, which lead away from the valley floor.
    "Nevertheless there are some communities and a school which are immediately beneath the dam wall.
    "Something we previously looked at as a benign leisure facility suddenly becomes a real mortal danger."
    Assistant Chief Constable Kem Mehmet from Derbyshire Police said they had plans for every scenario - including the dam collapsing.

    In Leicestershire, an international Scout and Guide camping event at a farm near Ibstock has ended early due to the "unprecedented" wet conditions.
    The week-long camp was due to run until Saturday but about 4,500 people from 23 countries are due to leave the site on Thursday.
    Warnings are also in place across parts of northern England but floods were easing on Thursday afternoon.

    had a spectacular rainstorm here in north yorkshire a couple of days ago, lots of thunder and lightning and a thai style downpour that lasted well over an hour. no flooding though. further north, reeth in swaledale had 125mm in 4 hours with lots of damage to houses, farmland and the areas iconic dry stone walls as water cascaded down the hillsides and into the valley bottom.

    Dramatic pictures show worsening situation at crumbling Whaley Bridge dam




    These dramatic pictures show how more of the Toddbrook Reservoir dam wall is crumbling away.
    Around 400 homes in the lower valley area of Whaley Bridge were evacuated on Thursday after a 'severe flood warning' was issued.
    It came after a massive emergency response was launched when a section of the dam wall collapsed following heavy rainfall and flooding.
    Now latest images from the scene appear to show more of the dam wall has broken away.
    Several more of the large concrete panels which form the wall have slipped into a muddy void which has formed beneath the affected area.

    The 6,500 residents of Whaley Bridge, Derbyshire, have been evacuated amid fears the dam could completely collapse after part of it subsided. People in the town are being told to leave the area as the situation continues at Toddbrook Reservoir. The dam is connected to the River Goyt, which runs north towards Stockport, where it joins the River Tame to form the River Mersey. If the dam does collapse it will cause a torrent of water rushing past multiple towns and villages which border the river, or are connected via small brooks.

    It's over a hundred years old, i personally know quite a few people from the village who fortunately live higher up.



    Toddbrook Reservoir is the responsibility of the Canal and River Trust.
    A spokeswoman said: "We inspect it yearly and we have an independent inspection every 10 years.
    "These coincided in November 2018 and both were absolutely fine.
    "Our engineers also inspect the reservoir twice weekly and this is how we picked up the problem."





    BBC reporter Richard Stead described the operation to fix the dam as "a two-pronged attack".
    He said: "The Chinook is bringing aggregate on the one hand to shore up the dam, but also to divert water further up the valley away from the reservoir.
    "There are also 16 high-volume pumps being used to relieve the pressure on the dam.
    "Only when that is done can work start on permanent repairs and finding out what went wrong."
    People have shared their admiration for the emergency services on social media, with Twitter user @nmstoker naming the chinook pilots #DamUnbusters.







    Police, the Environment Agency, and the Canal and River Trust have all said there is a "real risk" the dam could collapse.
    Julie Sharman, from the Canal and Rivers Trust, said it was "a critical situation" but added that the weather had improved and the water levels had reduced by 20cm.
    "We aren't putting a figure on any risk of collapse but everything that can be done is being done," she said.
    Engineers are attempting to get the reservoir's water level down, to reduce pressure on the wall and allow repairs to begin.
    Prime Minister Boris Johnson has called an emergency meeting and said his thoughts were with those affected.

    Just got back from a bike ride up there.
    Normally it gridlocked with rush hour traffic, earily quite today.
    People hunkering down and evacuated.
    Half the roads are still flooded out despite the sunny day, there's a 7 mile exclusion zone around the dam.
    Still a serious threat to life, still could burst.

    Speaking to evacuees at Chapel-en-le-Frith High School, Mr Johnson said he had flown over the structure on Friday.

    He described it as looking "dodgy but stable" and told residents they would be "properly housed" if the dam burst.

    The dam, built in 1831, became damaged after large swathes of the country were battered by heavy rain and floods earlier in the week.

    An RAF Chinook helicopter has put 400 tonnes of sandbags on the affected part of the dam in an attempt to shore it up.

    On Saturday morning, Environment Minister Therese Coffey said agencies were facing particular problems in reducing water levels.

    "We are looking at new solutions to maximise the pumps we can use.

    "Around much of the reservoir the ground is so sodden pumps could sink into the soil, but we have to get the water levels down so the dam can be inspected properly," she said.

    The Labour MP for High Peak, Ruth George, said: "It's not [a good weather forecast]. It's going to be a race as to how fast they can pump the water out of the reservoir.

    "It fills up very quickly because it has steep-sided hills on either side which run into it.

    "We are going to need to know not just why this happened, after an inspection in November, but also whether there will need to be a different design and a whole new dam."
