    Executive Orders

    Executive Order 13850 of November 1, 2018 "Blocking Property of Additional Persons Contributing to the Situation in Venezuela"

    Executive Order 13827 of March 19, 2018 "Taking Additional Steps to Address the Situation in Venezuela"

    Executive Order 13692 of March 8, 2015 "Blocking Property and Suspending Entry of Certain Persons Contributing to the Situation in Venezuela"

    Executive Order 13857 of January 28, 2019 "Taking Additional Steps to Address the National Emergency With Respect to Venezuela"

    Executive Order 13692 declares a national emergency with respect to the situation in Venezuela. The targeted sanctions in this Executive Order (E.O.) implement relevant provisions of the Venezuela Defense of Human Rights and Civil Society Act of 2014 signed into law on December 18, 2014, and also provide sanctions authority that goes beyond the requirements of the legislation. The E.O. provides authority to target persons involved in or responsible for the erosion of human rights guarantees, persecution of political opponents, curtailment of press freedoms, use of violence and human rights violations and abuses in response to antigovernment protests, and arbitrary arrest and detention of antigovernment protestors, as well as significant public corruption by senior government officials in the country. E.O. 13692 does not target the people or economy of Venezuela.

    Executive Order 13808, among other things, prohibits transactions by a United States person or within the United States related to: certain new debt of Petroleos de Venezuela, S.A. (PDVSA); certain new debt or new equity of the Government of Venezuela; existing bonds issued by the Government of Venezuela prior to August 25, 2017; and dividend payments or other distributions of profits to the Government of Venezuela from any entity owned or controlled by the Government of Venezuela. In addition, E.O. 13808 prohibits the purchase by a U.S. person or within the United States of most securities from the Government of Venezuela.

    Executive Order 13827 prohibits all transactions related to, provision of financing for, and other dealings in any digital currency, digital coin, or digital token issued by, for, or on behalf of the Government of Venezuela on or after January 9, 2018 wherein U.S. jurisdiction is implicated. The Department of the Treasury’s Office of Foreign Assets Control (OFAC) simultaneously issued frequently asked questions (#559-563) clarifying that compliance obligations are the same, regardless of whether a transaction is denominated in digital currency or a traditional fiat currency. OFAC also clarified that U.S. persons and persons otherwise subject to OFAC jurisdiction that facilitate or engage in online commerce or process transactions using digital currency are responsible for ensuring that they do not engage in unauthorized transactions prohibited by U.S. sanctions.

    Executive Order 13835, among other things, prohibits transactions by a United States person or within the United States related to: the purchase of any debt owed to the Government of Venezuela (including PDVSA), such as but not limited to accounts receivable; any debt owed to the Government of Venezuela that is pledged as collateral after May 21, 2018; and the sale, transfer, assignment, or pledging as collateral by the Government of Venezuela of any equity interest in any entity in which it has a 50 percent or greater ownership interest. E.O. 13835 closes another avenue for corruption by denying the Venezuelan regime the ability to earn money by selling off public assets at “fire sale” prices at the expense of the Venezuelan people.

    Executive Order 13850, among other things, authorizes the imposition of blocking sanctions on persons determined by the Secretary of the Treasury, in consultation with the Secretary, to operate in the gold sector of the Venezuelan economy or in any other sector of the Venezuelan economy as may be determined by the Secretary of the Treasury, in consultation with the Secretary of State. Moreover, it authorizes the imposition of blocking sanctions on persons determined by the Secretary of the Treasury, in consultation with the Secretary of State, to be responsible for or complicit in, or to have directly or indirectly engaged in, any transactions involving deceptive practices or corruption and the Government of Venezuela or projects or programs administered by the Government of Venezuela, or to be an immediate adult family member of such a person. On January 28, 2019, the Treasury Department, following from consultation with the Department of State, determined that persons operating in Venezuela’s oil sector may now be subject to sanctions pursuant to E.O. 13850. As of January 28, Treasury has designated PDVSA for operating within this sector. This action extends to entities that are majority (50% or greater) owned by PDVSA.

    Executive Order 13857 recognizes the swearing-in of interim President Juan Guaido and amends the above-mentioned E.O.s to define “Government of Venezuela” to ensure that the Maduro regime remains the focus of our sanctions measures. The new definition includes the state and Government of Venezuela, any political subdivision, agency, or instrumentality thereof, including the Central Bank, PDVSA, and any person who has acted for or purported to act on behalf of, any of the foregoing, including as a member of the Maduro regime.

    Stupid Little Boy is a bit like Booners: He puffs his little chest out and posts something without realising that it actually does nothing more than confirm what's being said. The sanctions previously imposed were not the reason PDVSA has been run into the ground, stupid little boy.

    That's gone tits up because Chavismo sacked thousands of workers and put a general in charge of it who knows nothing about the oil industry and who immediately saw an opportunity to divert maintenance and other funds into his personal bank account.

    Over the years he’s watched dozens of co-workers abandon poverty wages and dangerous working conditions at the rundown complex of refineries in Punto Fijo on Venezuela’s Caribbean coast for jobs in far-flung places like Kuwait, Angola and Chile.

    Now it’s his turn. Leaving his wife and three children behind, he’ll soon ship out to Iraq’s semi-autonomous northern Kurdish region, where he expects to earn more than $3,500 a month — a fortune compared to the less than $20 he brings home monthly in increasingly unstable Venezuela.


    “I only earn enough to buy a kilo (2 pounds) of meat and one chicken each month,” Ribullen said. “We’re in chaos.”

    He recalled starting work at PDVSA 16 years ago, when he made enough money to buy a Toyota and take his family to the Caribbean island of Aruba on vacation every year. Now, the car is long gone and it’s been seven years since the last family vacation.


    Sometimes after his night shift he’s forced to stand in line for hours at the market to buy food for his family. He blames Chavez and Maduro for destroying his country.

    Russia views its relationship with Caracas as a way to project power into Washington's backyard, according to Alexander Gabuev, a senior fellow at Carnegie Moscow Center, a think tank. Venezuela is a big buyer of Russian weapons. The billions of dollars that Rosneft has invested in Venezuela are an added incentive for Moscow to keep standing by its old ally.

    Sure, there are queues for oil, but people are not dying of starvation and, as I said, poverty is no where near what it is like in Brazil. I wouldn’t say a harsh dictatorship, people were open, and criticized the government, and the US, but also Chavez and Maduro. The Partido Socialista Unido de Venezuela (PSUV) have admitted they had made bad economic decisions. I thought it would be more repressive, and it wasn’t. People were not fearful about speaking out. I think Venezuelans blame the Americans for the situation more than Maduro.

    Swiss lawyer Nils Melzer, the United Nations’ Special Rapporteur on torture, has demanded an “immediate, impartial and effective investigation” into all deaths during the ongoing protests in Venezuela. He is concerned by signs of systematic abuse.


    On Wednesday, the UN human rights chief Michelle Bachelet said Venezuelan security forces, backed by pro-government militias, had quashed peaceful protests with excessive use of force, arbitrary detentions, torture and executions.

    The South American country was plunged into a political crisis in January when Juan Guaido, head of the opposition-controlled congress, invoked the constitution to assume an interim presidency, arguing Nicolas Maduro’s 2018 re-election was not legitimate.


    On Thursday,
    Melzer and nine other independent expertsexternal link called on Maduro’s government to “respect and protect the right to freedom of peaceful assembly and to address the underlying causes for the demonstrations”.


    “We are deeply concerned about the rapidly deteriorating economic, social and political situation in Venezuela and call upon the authorities to take urgent and immediate measures to address this complex crisis, with full respect for their international human rights obligations,” they said in a statement.


    The experts said they had received credible indications of “systematic” and “pervasive” human rights violations during the Venezuelan authorities’ crackdown on protesters, journalists and human rights defenders.

    Two months ago, more than 1,000 people, including minors, were reportedly detained arbitrarily following protests. Most were held for several days without access to their families or lawyers.


    “We are particularly concerned about reports indicating that 26 people were killed by security forces and pro-government paramilitary groups while taking part in demonstrations between 22 and 25 January,” the experts said.


    Maduro, a socialist who says he is the victim of an attempted US-led coup, retains the support of the armed forces and control of state functions.

    AFP-JIJI - CARACAS - Venezuelan intelligence officers Thursday arrested the chief of staff of Juan Guaido, the opposition leader recognized by the U.S. and other countries as interim leader, Guaido and the opposition-ruled congress said on Twitter.


    Roberto Marrero was grabbed by SEBIN officers when they staged a pre-dawn raid on his Caracas home, according to Guaido and a recorded voice message by Marrero published on social media.

    The United States has repeatedly warned Venezuelan President Nicolas Maduro’s government against arresting Guaido or his aides, and Washington’s Secretary of State Mike Pompeo quickly called for Marrero’s release.


    “They have grabbed Roberto Marrero, my chief of staff. He yelled out that they planted two rifles and a grenade,” Guaido tweeted. “The raid happened at around 2:00 am (0600 GMT). We don’t know his whereabouts. He must be released immediately.”

    WASHINGTON The Trump administration announced tough new financial sanctions Friday against the Venezuelan regime in retaliation for the detention of Juan Guaidó’s chief of staff.


    The new sanctions that target the entire Venezuelan banking sector are the strongest action taken by the administration since the crippling oil sanctions against the state run oil company, PDVSA.

    A senior administration official called the action a signal to Nicolás Maduro of the ongoing pain that could be inflicted, while noting Trump’s declaration this week that the U.S. had not done the “tough sanctions yet.”


    The official said the banking sanctions would potentially shut Venezuela out of international financial markets.

    A top aide to Venezuelan opposition leader Juan Guaidó is being charged with terrorism after he was arrested by President Nicolas Maduro's government.


    Mr Guaidó's chief of staff Roberto Marrero, 49, is accused of planning "acts of sabotage" against officials.

    Venezuela's Interior Minister Nestor Reverol said that "weapons and foreign currency" were found by intelligence services during a raid on his home.


    Mr Guaidó has called for Mr Marrero's immediate release.


    He said that the security forces had committed an "illegal and unconstitutional" act, adding that he believed the items allegedly found at Mr Marrero's home had been planted there.


    Mr Guaidó has described his aide's detention as a "vile, vulgar kidnapping"
    .


    Mr Marrero was arrested as part of an operation to dismantle a "terrorist cell" allegedly planning attacks on the government, Mr Reverol said.

    His bodyguard, Luis Paez, faces similar charges.

    The United States is gravely concerned about the welfare and safety of all U.S. persons detained in Venezuela, and by reports of Venezuelan prison officials preventing attorneys and families of detained U.S. citizens from delivering food and denying routine communication. We will hold Maduro and his prison officials to account for their safety and well-being.


    The former Maduro regime is incapable of providing adequate nutrition to detainees in its prison system. We call on security forces and prison officials to allow the U.S. detainees to receive supplementary dietary assistance through their families or attorneys, to ensure they have access to medical care, and to afford these individuals a fair and transparent judicial process.

    In one case, Maduro’s broken judicial system has detained five dual U.S. citizen CITGO employees in Venezuela – along with one U.S. legal permanent resident – for more than a year without a scheduled hearing or any semblance of a fair and transparent judicial process. We understand these men are suffering from chronic health conditions related to their incarceration and inhumane treatment.


    In another case, Venezuelan prison authorities have refused to release U.S. citizen Todd Leininger, even though a Venezuelan court ordered him released on November 5, 2018.


    Maduro loyalists continue to prevent our prisoners’ families and attorneys from assisting with basic access to food and medicine, while toying with their mental health and general wellbeing.


    The safety and welfare of U.S. persons overseas is among the highest priorities of the Department of State. The Department of State continues to press the Venezuelan authorities for their assurance of the safety and welfare of U.S. persons detained in Venezuela.

    The US is "completely irrelevant" ? ...you've posted countless US propaganda article on the subject of Venezuela, there at least 4 on this page alone, but as soon as someone says something negative about the US, suddenly the US is "completely irrelevant"

    SANTIAGO, CHILE A group of South American presidents on Friday launched a new regional bloc to replace the Union of South American Nations that was promoted by late Venezuelan President Hugo Chavez to counter U.S. influence in the region.


    The previous group, called Unasur, was started in 2008 when many of the founding nations were led by leftist governments. But enthusiasm for the bloc waned under more moderate or conservative successor governments. Eventually, the 12 nations suspended their memberships over leadership differences and partly for Unasur's failure to take action in crisis-torn Venezuela.

    Leaders of the Prosur bloc launched Friday in the Chilean capital of Santiago said the new group will focus on defending democracy and freedom. In their joint declaration, they committed to "renew and strengthen" regional integration under a more flexible and effective framework.


    The founding presidents of Prosur are from Argentina, Brazil, Chile, Colombia, Ecuador, Paraguay and Peru.


    "Today has been a good day for collaboration, dialogue, understanding and the integration of South America," said Chilean President Sebastian Pinera, who had attributed Unasur's failure to "an excess of ideology and bureaucracy."

    Chavez's successor, President Nicolas Maduro, was not invited to the Prosur meeting.


    Ecuador was the last country to suspend its membership from Unasur. President Lenin Moreno also asked the bloc to give up its central office near Ecuador's capital and ordered the removal of a bronze statue at the entrance showing a striding Nestor Kirchner, the late Argentine president and first secretary-general of Unasur. Kirchner's legacy has been marred by allegations of corruption.

    Exclusive: IADB cancels China meeting after Beijing bars Venezuela representative

    WASHINGTON (Reuters) - The Inter-American Development Bank on Friday called off next week’s meeting of its 48 member countries in China after Beijing refused to allow a representative of Venezuelan opposition leader Juan Guaido to attend, two sources with knowledge of the decision said.


    The sources said the decision was made in Washington on Friday at a meeting of the executive board of the IADB, Latin America’s largest development lender, after China refused to change its position.


    The sources said the board would vote within 30 days to reschedule the annual meeting for another date and location.

    The opposition-led National Assembly of Venezuela this week voted to suspend crude oil shipments to Cuba after its president, Juan Guaido, slammed these exports as “funding dark purposes” in a tweet from Sunday.


    The Economist Intelligence Unit reports that Guaido’s proposal was voted for unanimously and took immediate effect. However, it remains to be seen whether it will take actual effect as the Maduro government still seems to be in charge of PDVSA, the troubled national oil company.

    Last week, Guaido tweeted that Venezuela was sending around
    47,000 bpd of crude to Cuba and these were worth US$2.58 million that would be better used at home.



    “Venezuela needs more than ever to leverage its resources, rather than fund dark purposes. For years, Cuba's interference was allowed, justifying with an ideological brotherhood that was nothing more than giving away our oil,” the self-declared interim president of Venezuela said when Venezuela was struck by a large-scale power outage.


    Venezuela is Cuba’s largest oil supplier under a barter deal sealed by the late leaders of the two countries, Hugo Chavez and Fidel Castro. The deal envisaged Cuba getting regular shipments of crude in exchange for its highly trained doctors and other professionals to work in Venezuela.


    At one point during this partnership, Cuba was receiving more than 100,000 bpd of Venezuelan crude, an
    analysis by Oliver Pieper for Deutsche Welle said. Now, however, this is probably down by a half as Venezuela struggles to keep its fields producing. Even so, Venezuelan crude is an important part of Cuba’s energy mix and its elimination from this mix would almost certainly lead to power outages for Cuba as well.


    According to the Economist Intelligence Unit, Guaido’s National Assembly cannot stop Venezuelan shipments of crude to Cuba unless the U.S., which was quick to recognize the opposition leader as the legitimate leader of Venezuela, imposed more sanctions, targeting shipping and insurance companies involved in Venezuela crude oil exports to the island.
