    Manchester bombing was planned for months, Libya says

    The bomb attack in Manchester last month which killed 22 people was being planned since December, security officials in Libya have told the BBC.

    Salman Abedi was being watched in Libya more than a month before the attack.
    Officials in Tripoli have complained about poor security co-operation with the UK, which they say must be improved to prevent further attacks.

    Abedi spent a quiet month with his family in Tripoli before returning to Britain to carry out mass murder.
    Libyan officials have told the BBC's Orla Guerin that from the time of his arrival in the country he was under surveillance, along

    with his brother Hashem and father Ramadan.

    It is unclear if that information was shared with the UK, our correspondent says.

    Hashem Abedi and Ramadan Abedi are still being interrogated - daily - by Libya's Special Deterrence Force. Its spokesman Ahmed Ben Salem told the BBC the attack was being planned as far back as last December.
    He said the force had important information about Abedi's contacts in the UK and Libya.


    But security officials in Libya say they have closer co-operation with the CIA than with London.
    A general with the UN-backed government in Tripoli said they wanted better intelligence sharing - as quickly as possible - to avoid another Manchester.


    Abedi's brother Hashem has admitted while in detention that they both joined the group known as Islamic State (IS) in 2015, a Libyan security official said.
    It is not clear if the information was given freely or under duress.
    Libyan officials say Hashem Abedi bought parts for the bomb while in the UK. He left the UK on the same day as his brother.

    Police in the UK meanwhile have said that Abedi working alone in his flat was likely to have built the device that killed 22 people.
    Officers said there was now a "deep understanding" of the terrorist's movements in the weeks leading up to the attack at the Manchester Arena on 22 May.
    The head of counter-terrorism said it was "less clear" whether he solely obtained and stored all the materials or if others were "complicit".
    Early in the investigation, police said they could be looking for a "network" of people in connection with the attack, but most of those arrested have now been released.

    Terrorism investigators have confirmed that they believe the Manchester Arena suicide bomber, Salman Abedi, did not act alone when preparing his attack on an Ariana Grande concert that killed 22 people.

    A 19-year-old man has been arrested on suspicion of terrorism offences at Liverpool John Lennon airport in connection with the Manchester Arena attack.

    The teenager was arrested on Friday and a property in Fallowfield, south Manchester, was being searched as part of the investigation, police said.

    It is understood that the arrested suspect is not Hashem Abedi, the younger brother of suicide bomber Salman Abedi who is being held in Libya.

    The families of the 22 people killed in the Manchester Arena bombing are set to each receive £250,000 from money donated by the public.

    Those bereaved have already been able to claim £70,000 from the We Love Manchester Emergency Fund, set up in the wake of the attack on May 22, and the charity's trustees have now announced they will be eligible for a further £180,000.

    The latest round of payments from the fund will mean more than half of the £18m raised will have been distributed, including £3.5m to those injured in the atrocity.

    Trustees of the fund, which has provided access to free financial counselling for the bereaved families, will next decide how and when to distribute the rest of the money.

    The Manchester Arena bomber had been a "subject of interest" and opportunities to stop him were missed, a review says.
    Its author, David Anderson QC, said it was conceivable Salman Abedi's attack, which killed 22 people, could have been avoided had "cards fallen differently".
    But he said it was "unknowable" whether reopening investigations into Abedi would have thwarted his plans, adding: "MI5 assesses that it would not."
    Greater Manchester Police said its officers would "never stop learning".
    After the Manchester bombing and three terror attacks in London this year, counter-terror police and MI5 conducted internal reviews. Mr Anderson carried out an independent assessments of their findings.
    The reviews, which remain largely secret, are summarised in Mr Anderson's report, and show:

    • Abedi had been a "Subject of Interest" for MI5 - meaning someone they were investigating - between January and July 2014, and then again in October 2015
    • On two occasions in the months before Abedi attacked, MI5 received intelligence, but its significance was not fully appreciated at the time and, in hindsight, was "highly relevant" to the planned attack
    • Abedi was identified by MI5 as one of "a few dozen" people who needed further consideration. The meeting to do that was due to take place on 31 May, nine days after the attack
    • There was no security service port alert against Abedi, so he was not questioned at the border when he returned to the UK from Libya four days before the attack

    Butt had been identified by MI5 and the police as someone who wanted to attack the UK two years earlier.
    He was still a "live subject of interest" who was under investigation at the time of the attack, though more for his intention to travel to Syria and for radicalising others.
    He was also the main target of "Operation Hawthorn" - but this was suspended twice because of a lack of resources after the Bataclan attack in Paris and the Westminster Bridge attack.
    Operation Hawthorn had resumed and was running on the day Butt attacked.

    Could MI5 really have stopped the attacks?

    It says not - but Mr Anderson believes there were opportunities. Given the scale of terrorism-related activity since 2013 - when the Syria crisis gave a boost to recruitment in the UK - there is no doubt that the security service has been juggling a huge numbers of cases.
    The real question is whether the manpower is matched with the right data tools and relationships with other bodies to stop more of the threats before it is too late.
    Data analysis will play an increasingly important role in trying to spot individuals who may pose a threat after years of being quiet.
    Perhaps the most important change to come is that MI5 may be told to share some of what it knows with other agencies - such as local councils - in the hope that people on the ground can provide the missing piece of information they need to disrupt a threat.
    This raises huge cultural challenges for an organisation that necessarily operates below the radar.

    Some relatives of victims have given their views on the report.
    Steve Goodman, whose step-granddaughter 15-year-old Olivia Campbell-Hardy was killed in the blast, said: "The police were doing their jobs as best they could.
    "Unfortunately information is not always reliable."
    Dan Hett lost his brother Martyn, 29, in the explosion.
    In a series of tweets said he could not "fathom how complicated modern antiterrorism intelligence is".
    He added that the positive aspects of the emergency services' response should also be highlighted.

    A homeless man hailed as a hero after the Manchester Arena bombing took photos of the wounded as he stole from a woman whose teenage grandaughter lay dying.

    Chris Parker claimed to have rushed into the concert hall to help in the terrible aftermath of the May 22 bomb.
    But now the 33-year-old has admitted at Manchester Crown Court that he stole a purse from Pauline Healey, whose 14-year-old granddaughter Sorrell Leczkowski was fatally injured. He also stole an iPhone from a victim who cannot be named for legal reasons.
    The M.E.N. has learnt that a series of graphic images were recovered from Parker’s own phone following his arrest.
    One of them is understood to have been used in international media coverage but it has not been officially confirmed exactly how the image ended up in the hands of those who published it.
    The M.E.N. has seen pictures recovered from Parker’s phone which appear to depict the graphic aftermath of the blast.

    CCTV from the scene captured him walking around with a phone in his hand - and captured his sickening crime.
    In a 20-minute compilation of footage from the arena, too shocking to be released, the defendant is seen going in and out of the foyer, walking around various parts of the entrance.
    The footage begins with scenes of crowds leaving the arena visibly flinching as the bomb detonates and, a second later, terrified concert-goers putting their hands to their mouths and running.
    Moments later, people gingerly return to the smoke-logged bomb scene and though the footage is pixelated, it is clear there are casualties.
    Parker, carrying a rucksack on his back and wearing a woolly cap, is seen walking around, clearly agitated, either looking at his phone or with it to his ear, as dazed people wander around.
    The defendant appears to go to the aid of one woman, crouching down as she sits up.

    Police, and what appear to be arena staff, in hi-visibility jackets then appear before more officers arrive en masse.
    Parker also speaks to one bewildered young girl, comforting her along with a police officer. The youngster’s mother is believed to be one of the fatalities.
    However the footage reveals that he repeatedly returned to Pauline Healey, whose granddaughter lay dying nearby, before leaning over her body and taking her handbag to steal her purse.
    Prosecutors said it was clear the defendant provided ‘some limited assistance’ to people injured at the entrance to the venue’s foyer.
    But Manchester Crown Court heard he ‘equally’ took the opportunity to steal in the immediate aftermath of the atrocity.
    Parker, wearing a grey sweatshirt in the dock at Manchester Crown Court, pleaded guilty to two counts of theft and one of fraud, after using Mrs Healey’s stolen bank card in a McDonald’s in Manchester between May 23 and May 26.

    My daughter came home from school today with drawings of the Manchester bee all over her arms.

    All her fiends had done the same.

    One close friend of hers in burst into tears during the minutes silence, yes she was there.

    Yes, this may seem like old news....but this was the first major terrorist attack on children in the west and it happened in my back yard.

    Police in Manchester are investigating claims that an imam at a British mosque attended by the arena bomber delivered a sermon advocating armed jihad six months before the attack.

    Greater Manchester police (GMP) said they had been passed footage from the BBC purporting to show an imam at Didsbury mosque praising mujahideen fighting abroad – a term commonly used for Islamist guerrilla fighters.

    Mustafa Graf was recorded in the south Manchester mosque in December 2016 praying for “victory” for “our brothers and sisters right now in Aleppo and Syria and Iraq”, the BBC reported. The imam also seemed to suggest that those who stayed in the UK did nothing to support their Muslim comrades in the Middle East.

    Graf insists his words were misinterpreted by Islamic scholars who worked with the BBC on the Arabic translation and said that it referred to “military jihad”. He denied he had called for armed jihad or preached extremism.

    The trustees of Didsbury mosque said Graf’s sermon was highlighting the plight of Syrians and his use of the words “jihad” and “mujahideen” had been misinterpreted.

    “We do not tolerate or instigate any form of preaching that breaches both Islamic principles and the laws of England and Wales,” the mosque said in a statement.

    In the sermon, Graf allegedly said: “Lots of brothers stayed behind, unfortunately. They love Islam and Muslims but they do nothing for the support of their brothers and sisters.”

    Another passage of the sermon purportedly said: “Jihad for the sake of Allah is the source of pride and dignity for this nation.”

    After the bombing by Salman Abedi on 22 May last year, the Guardian learned that his father had worked at the mosque before leaving for Tripoli. One of the imams, Mohammed Saeed, described how Salman Abedi attended regularly and had once looked at him “with hate” when he gave a sermon criticising Islamic State in Libya.

    Saeed said he gave a strong sermon against terrorism and about the sanctity of life in 2015. He said 2,000 members of the mosque were with him; a small number were not, including Abedi.

    Ten days after Graf’s December 2016 sermon, Abedi bought a ticket for the Ariana Grande concert, the BBC said. Six months later he detonated a suicide bomb, killing himself and 22 others, and injuring many more. It is not clear if Abedi ever heard the sermon, but the BBC said he had connections with a group led by Graf.

    The broadcaster said it had obtained footage of Abedi attending a demonstration in London against a secular Libyan general who was fighting against Islamist militia. The event was organised by the 17th of February Forum protest group, led by Graf.

    A GMP spokesperson said: “We have been handed the material from the BBC following their broadcast and will now review it to establish if any criminal offences have been committed.”

    Two best friends whose mothers both died in the Manchester Arena terror attack have spoken of their loss on the eve of the two year anniversary.

    India and Darcie were both 15 when they were dropped off to watch Ariana Grande by their mums, Lisa Lees and Alison Howe.

    Both women were planning to pick their children up from the foyer when the concert finished.

    We just kept ringing our mums but they weren't answering...

    Yeah, we didn't want to believe it really. We thought they might be waiting somewhere else.

    The younger brother of Manchester Arena bomber Salman Abedi has appeared in court charged with murdering the 22 victims of the attack.

    Hashem Abedi was detained in Libya shortly after the May 2017 suicide bombing in which hundreds were injured.

    The 22-year-old was extradited on Wednesday and arrested by British officers upon his arrival in the UK.

    Mr Abedi, of no fixed address, was remanded in custody after appearing before Westminster magistrates.

    He is due to next appear at Oxford Crown Court on 22 July for a bail hearing, and a preliminary hearing is scheduled to take place at the Old Bailey on 30 July.

    Mr Abedi, who was born and raised in Manchester, is also charged with one count of attempted murder, encompassing all the other victims, and one count of conspiring with his brother Salman Abedi to cause explosions.

    Eminem has been called "disgusting" and "pathetic" after rapping about the Manchester Arena bomb attack, which killed 22 people in 2017.

    The lyric comes in a new song, Unaccommodating, in which the star boasts about his impact on hip-hop.

    At one point, he says: " I'm contemplating yelling 'bombs away' on the game / Like I'm outside of an Ariana Grande concert waiting ."

    It is not the first time the 47-year-old has referenced the attack.

    ‘Coward’ Hashem Abedi jailed for life for murdering 22 victims of Manchester bombing

    The brother of the Manchester Arena bomber has been sentenced to life in jail with a minimum of 55 years after being found guilty of 22 counts of murder. Hashem Abedi, 23, had also been found guilty of attempted murder and plotting to cause an explosion likely to endanger life on March 17, shortly before trials were halted by the pandemic. The Old Bailey previously heard how he had helped his older sibling Salman, blow himself himself up inside the Manchester Area, shortly after an Ariana Grande concert finished on May 22 2017. The explosion killed 22 people between the ages of eight and 51, as well as Salman, and injured 139 others. Today in court there were audible gasps as judge Jeremy Baker jailed Abedi for life on each of the 22 counts of murder, with a minimum of 55 years before parole. He told the court: ‘The defendant should clearly understand the minimum term he should serve is 55 years. He may never be released.’ The judge also sentenced Abedi to life in prison with a minimum of 44 years for attempted murder, and a minimum of 35 years for plotting to cause an explosion. He told the court both Abedi and his brother were ‘equally culpable for the deaths and injuries caused by the explosion’.
