He hasn't accepted that anybody acting like a terrorist, i.e. shooting bullets or missiles at a government officer, should surrender and hand over there weapons. He said last week, prior to realising he has no chance of getting a positive vote, that he would undertake illegal military action and actually boasted he was going to commit war crimes.
He is trying to paper over his inability to finish what he has boasted, he and his crusader coalition were solving the war against terrorism.
