This guy wasn't cuffed so was probably not even a suspect, if he was cuffed behind then yes, handcuffs would have made it impossible for him to reach his gun.
They also said in the video that "nobody frisked him".

Are you obese N99, or never seen handcuffs, I have and even today could scratch my belly button while cuffed from behind.
Try for yourself, normal 3 link cuffs, no problem reaching round or down to the crotch.
You would be amazed what people can hide, not just on pat downs, but strip searches.
