That's a figure of speech rather than a real project. It's a rocky desert, nothing can grow even if enough water were present. Otherwise they really could build vast glas houses to prevent evaporation as they did in Spain. Would be a great project to turn that wasteland into a garden, but it's not feasible. The Negev desert is in southern Israel rather than Palestine- so it is not an illegal settler issue. There are however Bedouin villages and villagers in the Negev being displaced to make way for Israeli development- some protests going on about that.
