As I read it he was operating to an FBI plan, backed by the FBI, funded by the FBI and assisted by the FBI and not any Islamic ideology. If it wasn't for the FBI there wouldn't be any plan or operation just some pissed of Muslim of which the planet is full of !
It is the same as the police getting a young kid to go and buy alcohol from a shop to see if the shop owner will sell it to a minor, they are given the money to buy it and told what to ask for but when the kid walks out of the shop with the booze they are arrested for being in possession of alcohol.
Police then announce their crackdown on under-age drinking is a success !
