^ I've had a good search already. Take Muay Thai out the equation and you've got nothing. For most nations it's a matter of pride that they can field a competetive athletics team on the world stage, and failing that individual endevour can sometimes produce world class talent.

Infrastructure. Or lack of it. They are definitely athletic Muay Thai and the other thing they do (foot volley ball) demonstrate that. How many kids actually finish high school at say 16/18 like in the west?
Being a proficient athlete for underprivileged black americans is a way to stay in school - even get a degree through the scholarship system.

If you look at a Thai's legs,the length of the thigh is longer than the knee to ankle length. In the blacks it is the other way round.Us Europeans are similar to the blacks. This is why we cannot sit cross legged like the Asians.

Thai's aren't interested in running around in a circle for the pure hell of it. Any physical activity must have a point. Thailand has one of the best ten-pin bowling teams on the planet, but ten-pin bowling isn't in the olympics. Also they have a few world-class tennis players.

but they are very Nationalistic and that is usually a driving force behind athletic achievement.
The reason I found myself asking this is I saw a programme about some Somali athletes, long distance runners, that are preparing for the Olympics. These guys have no backing on a national level and rely on donations for support. They have to dodge bullets daily to reach the training ground, and they are doing it because they are self motivated in the face of extreme adversity.
Now you can blame Thai politics or education, but there are plenty of middle class Thais with supportive backgrounds, Thailand is one of the most affluent societies in Asia, but still there are very few Thais that are motivated enough to be competitive in athletics on a world stage.
I guess it's just one of those things...

Thai gymnasts? Unless you've got photo evidence I'll have to call BS on that one.
^ I've certainly known a few very flexible ones.
Anyway, main reasons are:
a) no funding
b) no proper centralised sports bodies
c) focus on ridiculous Asian games like Sepak Takraw which no one else is interested in
d) no funding
e) no proper amateur or professional leagues in any sport here other than as personal playthings for politicians and large companys (e.g. the thai football league)
f) no money in it for the athletes. If you strike lucky you'll get a few endorsements. Once you stop performing and/or retire or get injured - you are fucked.
g) it's too fucking hot and humid here to perform adequately, let alone exceptionally in any western sport with the possible exception of swimming - but then the body mass / power ratio leaves most thai swimmers at a disadvantage compared to other internationals.
h) which leaves indoor sports, which comes back to: no funding, few facilities & no interest.

I thought at first that the OP was referring to athletics as it is usually used, meaning track and field events. I would guess that for the most part Thais don't show well in these internationally because of a lack of funding, which means lack of coaching and facilities.
Thais tend to excel in individual (boxing, tennis) and small group (takraw, beach volleyball) events. I think it is interesting that the Thais do so poorly in football (soccer), considering how popular it is. There is nothing I can see about the Thai physique that would preclude them doing well at most sports, at least those that don't require great size. I've heard it said that one basic problem is that Thais are poor team players, and from what I have watched of Thai football, both the pro teams and the national team, I can't help but think there might be something to that. Poverty and lack of infrastructure obviously aren't a barrier to producing good football players, given the talent that comes out of Africa and Latin America.
