Only a couple of Thai coppers came close to getting difficult... a bloke and a bird in a station/office (different occasions), but I just put in the effort to try and communicate with them (in every sense), and chill them out.
If you imagine you were a British official having to deal with some babbling foreigner, you'd groan at having to deal with some of the people demanding and bitching about all sorts of crap; it would make all the difference if you got a "customer" who was smart, clean, organised, polite, calm, attentive, and smiled, and tret you with respect (i.e. a hint of deference) as doing an important job... for a short period you might just manage to lower their agitation and depression levels with their shit job and life, and suspend their natural antipathy towards you as some arrogant fop who's possibly having a better life than them usually.
Works with British bobbies too... switch on the public school deference, and your bowl of cold bother can be served to someone else more deserving.
In a way, it's kind of useful that there are so many retarded foreigners, because you don't really have to try that hard to stand out as being someone that the official would rather have to deal with if, seeing as though they are stuck there having to process a queue of clueless babbling farang.
