Nobody said it did. The page I linked to reported testing of three different administration methods for testosterone. As I wrote in my post, ONE of these three methods, i.e. the injection method, caused the oestrogen levels to reach supranormal levels (whereas this did not occur if the testosterone was administered as pills or in plasters).

So the elevated oestrogen levels observed in subjects who were given testosterone injections, could cause tits to grow. So according to this study, the testosterone is not the culprit per se, but the injection of it somehow causes oestrogen levels to rise.
